1. Approve the enclosed State program "Monitoring of polar areas of Earth and ensuring activities of the Arctic and Antarctic expeditions for 2011-2015" * (further - the State program).

annually till February 25 of the year following for reporting in accordance with the established procedure to inform Council of Ministers of the Republic of Belarus on the course of accomplishment of the State program.
4. To perform financing of the State program within the means provided in accordance with the established procedure on these purposes in the republican budget for the corresponding financial year and also at the expense of means of other sources.
5. Confer the personal responsibility for accomplishment of the State program on the Minister of natural resources and environmental protection and the Chairman of Presidium of National academy of Sciences of Belarus.
6. Ceased to be valid according to the Resolution of Council of Ministers of the Republic of Belarus of 20.06.2013 No. 503
7. To provide to the Ministry of Natural Resources and Environmental Protection together with National academy of Sciences of Belarus in three-months time in accordance with the established procedure the solution of the questions connected with transfer of public institution "Republican center of polar researches" from subordination of this Ministry in maintaining National academy of Sciences of Belarus.

In 2007-2010 three Belarusian Antarctic expeditions are carried out. 12 Belarusian specialists went to this period within the organization of the corresponding expeditions to Antarctica, the basis for further activities of the Republic of Belarus in Antarctica and the organization in the long term of the Belarusian Antarctic station is created.
As a result of the researches executed in 2007-2010 instrument complex for monitoring of the atmosphere in Antarctica, algorithms and programs for assessment of characteristics of snow cover according to space observations, experimental samples of the automated devices for accomplishment of measurements of spectral distribution of intensity of ground sunlight and general content of ozone in the atmosphere, radar complex of subsurface sounding of snow-ice cover, the tectonic map of Enderby Land are developed and created. Complex biological researches of flora and fauna of this region are conducted.
The state program "Monitoring of polar areas of Earth and ensuring activities of the Belarusian Arctic and Antarctic expeditions for 2011-2015" (further - the State program) is developed taking into account the experience accumulated by the Belarusian polar explorers during their work on the Antarctic expeditions and will provide scientific, economic and geopolitical interests of the Republic of Belarus in high-altitude areas of Earth.
The organizational chart of ensuring research and expeditionary activities in Antarctic includes scientific research and practical work on the organization and maintenance of the expeditionary infrastructure including the Antarctic Belarusian scientific base and providing transport schemes, and also carrying out annual seasonal Belarusian (in the long term - zimovochny) the Antarctic expeditions.
Scientific and practical activities within the State program are performed by National academy of Sciences of Belarus and the Ministry of Natural Resources and Environmental Protection which will organize scientific research and logistical support of the Belarusian Antarctic expeditions, and also preparation of necessary normative legal and technical supply in the field of polar researches.
During implementation of the State program the main requirements imposed to creation of national infrastructure of the Republic of Belarus in Antarctica are universality, modularity and compactness of the majority of the processing and scientific equipment used in polar conditions that will allow to use in case of need objects of the Belarusian Antarctic infrastructure in the Arctic, and also in the territory of the Republic of Belarus.
