About volunteer activities

This Law governs the relations connected with implementation of volunteer activities in Ukraine.

Section I General provisions

Article 1. Volunteer activities and basic principles of its implementation

1. Volunteer activities - voluntary, socially directed, non-profitable activities which are performed by volunteers by provision of the volunteer help.

The volunteer help - works and services which are free of charge carried out and provided by volunteers.

Volunteer activities are charity form.

Free performance of works or provision of services by persons which are performed on the basis of the related, friendly or neighbour's relations is not volunteer activities.

2. Volunteer activities are based on the principles of legality, humanity, equality, voluntariness, bezoplatnost, unprofitability.

3. Volunteer activities are performed in the following directions:

rendering the volunteer help for the purpose of support needy, jobless, having many children, homeless, homeless, persons needing social resettlement and persons who are in difficult vital circumstances;

implementation of patient care, persons with disability, lonely, elderly people and other persons who because of the physical, material or other features need support and the help;

rendering the volunteer help to the citizens injured with emergency situation of technogenic or natural nature, action of the special period, legal regimes of emergency state and warlike situation, conducting anti-terrorist operation, implementation of actions for ensuring national security and defense, repulse and control of the armed aggression of the Russian Federation in the Donetsk and Luhansk regions, implementation of the actions necessary for ensuring defense of Ukraine, protection of safety of the population and interests of the state in connection with military aggression of the Russian Federation against Ukraine and/or other country against Ukraine, as a result of the social conflicts, accidents, and also to the victims of criminal offenses, refugees, internally displaced persons;

provision of the volunteer help to persons who because of the physical or other defects are limited in realization of the rights and legitimate interests;

holding the actions connected with environmental protection, preserving cultural heritage, the historical and cultural circle, historical and cultural monuments, places of burial;

assistance to holding the actions of national and international value connected with the organization of sporting, cultural, youth and other spectacular and public events;

rendering the volunteer help for mitigation of consequences of emergency situations of technogenic or natural nature;

rendering the volunteer help to the Armed Forces of Ukraine, other military forming, law enforcement agencies, public authorities during action of the special period, action of legal regime of emergency or warlike situation, conducting anti-terrorist operation, implementation of actions for ensuring national security and defense, repulse and control of the armed aggression of the Russian Federation in the Donetsk and Luhansk regions, implementation of the actions necessary for ensuring defense of Ukraine, protection of safety of the population and interests of the state in connection with military aggression of the Russian Federation against Ukraine and/or other country against Ukraine;

rendering the volunteer help for overcoming effects of fighting, act of terrorism, armed conflict, temporary occupation;

approval of the Ukrainian national and civil identity;

rendering the volunteer help for overcoming effects of the armed aggression of the Russian Federation against Ukraine and/or other country against Ukraine, and also for post-war recovery and development of Ukraine;

rendering the volunteer help to persons/families which appeared in difficult vital circumstances for damage caused by fighting, act of terrorism, armed conflict, the temporary occupation armed with aggression of the Russian Federation against Ukraine and/or other country against Ukraine;

assistance to authorized body concerning probation in implementation of supervision of convicts and carrying out with them social and educational work;

assistance central and to local executive bodies, local government bodies, the companies, organizations and the organizations, associations of citizens, and also physical persons who perform social patronage, in holding the actions directed to social adaptation of the persons who served sentence in the form of restriction of freedom or imprisonment for certain term, and also exempted from further serving of the specified types of the punishments on the bases prescribed by the law;

rendering the volunteer help to persons who suffered owing to infectious (dangerous infectious, especially dangerous infectious) diseases and epidemics;

rendering the volunteer help connected with protection and rescuing of animals;

rendering the volunteer help with other directions which are not prohibited by the legislation.

The volunteer help with the specified directions can be performed in the online mode by means of the Internet and other telecommunication networks.

4. The state on behalf of its bodies and officials supports the public initiative concerning implementation of volunteer activities, guarantees and provides protection with the provided Constitution of Ukraine and the laws of the rights, freedoms and legitimate interests of volunteers, receivers of the volunteer help, the organizations and organizations involving in the activities of volunteers.

Public authorities and local self-government, their officials provide favorable conditions for implementation of volunteer activities, increase in public prestige of such activities and creation of premises for its development, support and encouragement of activities of volunteers in Ukraine.

The state support of volunteer activities can be performed in the way:

rendering the legal, organizational, methodical, information assistance to volunteers, the organizations and organizations which involve volunteers in implementation of volunteer activities in the territory of Ukraine;

developments and implementation of nation-wide target programs for support of development of volunteering;

provisions of other types of the state support according to the legislation.

Article 2. The legislation in the field of volunteer activities

1. The legislation in the field of volunteer activities consists of the Constitution of Ukraine, this Law, other laws, international treaties which consent to be bound is provided by the Verkhovna Rada of Ukraine, and other regulatory legal acts.

2. If international treaties of Ukraine which consent to be bound is provided by the Verkhovna Rada of Ukraine establish other rules, than those which are provided by this Law are applied rules of international treaties.
