About Coordination council on macroeconomic and investment policy under the Government of the Kyrgyz Republic

For the purpose of implementation of coordination and effective response to changes of economic situation, strengthening of the mechanism of forming of macroeconomic and investment policy, and also ensuring the sequence of the carried-out measures in this sphere the Government of the Kyrgyz Republic decides:

1. Form Coordination council on macroeconomic and investment policy under the Government of the Kyrgyz Republic in structure according to appendix to this resolution.

2. Approve the enclosed Regulations on Coordination council on macroeconomic and investment policy under the Government of the Kyrgyz Republic.

3. The secretariat of Coordination council under the Government of the Kyrgyz Republic to determine the Ministry of Economics of the Kyrgyz Republic by macroeconomic and investment policy.

4. To impose control of execution of this resolution on department of economy and investments of Government office of the Kyrgyz Republic.

5. This resolution becomes effective from the date of official publication.

Regulations on Coordination council on macroeconomic and investment policy under the Government of the Kyrgyz Republic

1. General provisions

The coordination council on macroeconomic and investment policy under the Government of the Kyrgyz Republic (further - Council) is the advisory advisory body providing adoption of the coordinated decisions on development and realization of macroeconomic and investment policy.

Council in the activities is guided by the legislation of the Kyrgyz Republic, and also this Provision.

Council has the right to attract to participation in the meetings of heads of the executive bodies which are not part of Council.

Deputies of Jogorku Kenesh of the Kyrgyz Republic, representatives of the international organizations and the donor countries, representatives of associations of producers, scientific community and heads of business entities can be invited to meetings of Council for the decision of the Prime Minister of the Kyrgyz Republic.  

2. Purposes and tasks of Council

Main objective of Council are stabilization and achievement of sustainable economic development of the Kyrgyz Republic by adoption of the coordinated decisions on development and realization of macroeconomic and investment policy.

The main objectives of Council are:

- strengthening of the mechanism of forming of macroeconomic and investment policy;

- ensuring general coordination and process control of realization of macroeconomic and investment policy of the Kyrgyz Republic;

- development of the preventive measures connected with changes of external and internal social and economic situation;

- ensuring accounting of demographic factors in the course of development and accomplishment of programs and plans of social and economic development;

- enhancement of mechanisms of interaction, between structures of public administration on response to demographic tendencies in the Kyrgyz Republic when forming macroeconomic policy;

- ensuring necessary level of economic safety of the Kyrgyz Republic;

- non-admission of introduction by state bodies of the unreasonable administrative measures limiting investing activities;

- creation of effective system of work with the foreign investors, the international and foreign institutions and organizations giving economic help to the republic;

- protection of economic interests of the Kyrgyz Republic and ensuring compliance with the legislation of the Kyrgyz Republic in case of creation of the contracts and agreements signed with foreign investors;

- consideration of offers on provision according to the legislation of the Kyrgyz Republic and state programs (projects) of investment privileges to the investors and participants of foreign investments performing investments into priority industries of economy and the social sphere and also in certain territories of the republic;

- consideration of projects on attraction of foreign investments, the economic help, priority for economy of the republic, and control of their use.
