1. Approve Regulations on the Ministry of Finance of Ukraine it (is applied).

2. Declare invalid the Presidential decree of Ukraine of August 26, 1999 N 1081 "About approval of the Regulations on the Ministry of Finance of Ukraine".

3. To the Cabinet of Ministers of Ukraine to bring in three-months time the acts into accord with this Decree.

4. This Decree becomes effective from the date of its publication.

Regulations on the Ministry of Finance of Ukraine

1. The Ministry of Finance of Ukraine (the Ministry of Finance of Ukraine) is the central executive body which activities go and coordinated by the Cabinet of Ministers of Ukraine.

The Ministry of Finance of Ukraine is principal organ in system of the central executive bodies on forming and ensuring realization of the state financial, budget, and also tax and customs policy (except administration of taxes, charges, customs payments and realization of tax and customs policy), politicians in the sphere of the state financial control, treasurer servicing of budgetary funds, financial accounting, release and carrying out lotteries, the organization and control of production of securities, documents of the strict reporting, production, production, use and storage of precious metals and gemstones, gemstones of organogenic education and semiprecious stones, their address and accounting, in the sphere of the prevention and counteraction of legalization (washing) of income gained in the criminal way or to terrorism financing.

3. The main objectives of the Ministry of Finance of Ukraine are:

forming and ensuring realization of state policy in the sphere of treasurer servicing of budgetary funds, financial accounting, release and carrying out lotteries, the organization and control of production of securities, documents of the strict reporting, production, production, use and storage of precious metals and gemstones, gemstones of organogenic education and semiprecious stones, their address and accounting, in the sphere of the prevention and counteraction of legalization (washing) of income gained in the criminal way or to terrorism financing;

forming and providing within powers of realization of state policy in the sphere of the state financial control, coordination and activity of the executive bodies authorized on monitoring procedure behind observance of the budget legislation;

ensuring concentration of financial resources on the priority directions of social and economic development of Ukraine;

implementation of actions for increase in effective management of public finances;

carrying out together with other executive bodies of the analysis of financial and economic condition of the state, the prospects of its further development;

development together with other central executive bodies of the project of the Main directions of the budget policy for the next budget period;

development in accordance with the established procedure bill on the Government budget of Ukraine;
