About especially protected natural territories

This Law governs the relations in the field of the organization and management, protection and use, and also control of especially protected natural territories for the purpose of preserving reference and unique natural complexes and objects, noteworthy natural educations, genetic fund of animal and flora, studying of natural processes in the biosphere and control of changes of its condition.

Chapter 1. General provisions

Article 1. The legislation on especially protected natural territories

1. The legislation of the Kyrgyz Republic on especially protected natural territories is based on the Constitution of the Kyrgyz Republic, consists of this Law, other regulatory legal acts, and also come in the procedure established by the law into force of international treaties and agreements which participant is the Kyrgyz Republic.

2. The relations connected with protection and use of land, water, forest resources, the territories of tourist and recreational and improving value, stationary Items of observations of state of environment, objects of animal and flora, protection of atmospheric air, protection of historical and cultural monuments are regulated by the special legislation of the Kyrgyz Republic.

3. The main directions of state policy in the field of development and steady functioning of especially protected natural territories are determined by the Cabinet of Ministers of the Kyrgyz Republic.

Article 2. Basic concepts

For the purposes of this Law the following concepts are used:

the water area - the water space limited to the natural, artificial or imagined (conditional) borders;

biological diversity (biodiversity) - variability of live organisms from all sources, including land, marine and other water ecosystems and ecological components which part they are. This concept includes variety within type, between types and variety of ecosystems;

the biospheric territories - especially protected natural territories which represent the sites of land and water ecological systems or their combinations providing steady balance of biological and landscape diversity, economic development and protection of the corresponding cultural values;

the state wildlife areas - especially protected natural territories with the custom or regulated mode of economic activity intended for preserving and reproduction of one or several objects of the state natural and reserved fund;

the state botanical gardens - especially protected natural territories with the status of the nature protection and scientific organization intended for carrying out researches and scientific developments on protection, protection, reproduction and use of flora, including the rare and being under the threat of disappearance types of plants;

the state dendrology parks - especially protected natural territories with the status of the nature protection and scientific organization, with the types of the mode of protection, protection, reproduction and use of tree and shrubby species established on zones;

the state nature sanctuaries - especially protected natural territories, including separate unique, irreplaceable, valuable natural complexes, and also the objects of natural and artificial origin in the ecological, scientific, cultural and esthetic relation carried to objects of the state natural and reserved fund;

the national natural parks - especially protected natural territory with the status of nature protection and scientific institution which purpose of activities are preserving and studying of the natural course of natural processes and the phenomena, objects of plant and animal life, separate types and communities of plants and animal, typical and unique ecological systems and their recovery;
