Article 1

Citizens of the state of one Party have the right to drive, leave and move on the territory of the state of other Party without visas with observance of rules of stay and the registration operating in this state according to the documents proving the identity and confirming nationality specified in the Appendices N 1 and 2 to this agreement. Movement of citizens of the states of the Parties is performed through check points on frontier between the Russian Federation and the Azerbaijan Republic.

Article 2

The citizens of the states of the Parties who are constantly living in the third states can drive, leave and follow en route through the territory of the states of the Parties without visas according to the documents specified in the Appendices N 1 and 2 to this agreement.

Article 3

The parties shall allow citizens of the states of the Parties into the third states through check points on frontier, open for the international passenger traffic, according to the documents valid for trip abroad. The parties take measures to non-admission of departure from the territory of their states to the third states of persons which departure is limited according to the national legal system of the either party, before the termination of the circumstances interfering their departure.

Article 4

The parties without delay inform each other through diplomatic channels on new identity documents and confirming nationality, and direct their samples, and also inform on the changes concerning the documents specified in the Appendices N 1 and 2 to this agreement.

Article 5

Each of the Parties has the right fully or partially to suspend separate provisions of this agreement if it is necessary for safety of the state, preserving public order or public health care. And about cancellation of such measures of the Party in 30 days shall inform each other on acceptance through diplomatic channels.

Article 6

The citizens of the states of the Parties who violated provisions of this agreement or rules of stay and registration for the territories of the states of the Parties are subject to return to the state of the nationality according to the procedure, provided by the legislation of the states of the Parties.

Article 7

The parties communicate and consult as required on the questions connected with interpretation and application of provisions of this agreement. The parties by mutual consent can make changes and additions to this agreement.

Article 8

This agreement becomes effective from the date of exchange of the Parties of the corresponding notes through diplomatic channels. This agreement is signed for unrestricted term. Each of the Parties can terminate this agreement, having notified on it other Party in writing. In this case the Agreement voids after six months from the date of receipt of such notification.

It is made in г.Москва on July 3, 1997 in duplicate, everyone in the Russian and Azerbaijani languages, and both texts are equally authoritative.

Appendix № 1

1. The passport of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation outside the Russian Federation.

2. Service passport.

3. Diplomatic passport.

4. The passport of the seaman (in the presence of the muster roll or the statement from it).

5. The certificate on entrance (return) to the Russian Federation (only for return to the Russian Federation).

The list of documents of citizens of the Azerbaijan Republic for entrance, departure, following transit, stay and movement on the territory of the Russian Federation

1. All-civil passport.

2. Service passport.

3. Diplomatic passport.

4. The book of the seaman (the identity document of the seaman, in the presence of the muster roll or the statement from it).

5. The certificate on return to the Azerbaijan Republic (only for return to the Azerbaijan Republic).
