Rules of use for rescuing of people and in urgent cases means of communication, transport, property and other appliances of the organizations which are in zones of emergency situations

1. These rules determine procedure for use by rescuers of means of communication, transport, property and other appliances of the organizations which are in zones of emergency situations.

Means of communication, transport, property and other appliances are used during search and rescue, rescue and urgent works only for rescuing of people and in urgent cases.

2. Cases of emergency come in case of direct threat of the life and to human health which resulted from emergency situations of natural and technogenic nature.

3. Use of means of communication, transport, property and other appliances of the organizations which are in zones of emergency situations is performed by rescuers of the rescue services and rescue units created on permanent regular basis or on a voluntary basis.

The decision on use by rescuers of means of communication, transport, property and other appliances of the organizations which are in zones of emergency situations is accepted by the head of liquidation of emergency situations and is drawn up by orders (orders).

4. Based on the decision of the head of liquidation of emergency situations rescuers accept from heads of the organizations which are in zones of emergency situations, means of communication, transport, property and other appliances.

5. Use of means of communication of transport, property and other appliances of the organizations which are in zones of emergency situations shall not lead to business disruption of these organizations.

6. For use of means of communication, transport, property and other appliances of the organizations which are in zones of emergency situations, rescuers determine the list of means of communication, transport, property and other appliances of the organizations necessary for rescuing of people and in urgent cases.

The head of rescue division together with the head of the organization draws up the acceptance report, and upon termination of wrecking the deed of conveyance of the involved property (appendix 1, 2). One copy of the act is transferred to the head of the organization, the second copy to the head of liquidation of emergency situations.

7. With minovaniye of direct threat of life and to human health of the means of communication, transport, property and other appliances raised for their rescuing return to the owner.
