DECISION OF COUNCIL OF HEADS OF STATES OF COMMONWEALTH OF INDEPENDENT STATES

About the Anti-terrorist center of the State Parties of the Commonwealth of Independent States

(as amended on 28-09-2018)

Council of heads of states of the Commonwealth of Independent States solved:

1. Approve Regulations on the Anti-terrorist center of the states of members of the Commonwealth of Independent States it (is applied).

2. Establish the number of the Anti-terrorist center of the states of members of the Commonwealth of Independent States (further - the Center) in number of 60 people.

3. Agree with the Decision of Council of Heads of Government of the Commonwealth of Independent States on financial provision of activities of the Anti-terrorist center of the State Parties of the Commonwealth of Independent States of November 30, 2000.

4. The decision becomes effective from the date of its signing.

It is made in the city of Minsk on December 1, 2000 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this Decision, its verified copy.

Regulations on the Anti-terrorist center of the State Parties of the Commonwealth of Independent States

This Provision determines legal status, the main objectives, functions, structure and organizational bases of activities of the Anti-terrorist center of the State Parties of the Commonwealth of Independent States (further - the Center).

1. General provisions

1.1. The center is permanent specialized industry body of the Commonwealth of Independent States (further - the CIS) and is intended for ensuring coordination of interaction of competent authorities of the State Parties of the Commonwealth of Independent States in the field of fight against the international terrorism and other manifestations of extremism.

Decisions on matters of principle of activities of the Center are made by Council of heads of states of the Commonwealth of Independent States.

1.1. In relation to this Provision the following terms mean:

competent authorities – the state bodies of the State Parties of the Commonwealth of Independent States (further – the CIS) fighting terrorism and other violent manifestations of extremism;

officials – military personnel and the staff of competent authorities of the State Parties of the CIS, replacement positions of the Head of the Center and deputy managers of the Center and appointed by authorized bodies of the CIS on representation of bodies of industry cooperation according to the quotas assigned to them;

employees are military personnel, and also the staff of competent authorities of the State Parties of the CIS serving in the Center;

civil personnel – the citizens of the State Parties of the CIS consisting in employment relationships with the Center according to the legislation of the state of stay;

the directing state – the State Party of the CIS from which competent authorities are affiliated military personnel, and also the staff of competent authorities of the State Parties of the CIS (are sent) to the Center;

the state of stay – the State Party of the CIS in the territory of which the permanent location of the Center is determined;

members of families – the spouse (spouse), minor children and persons which are dependent on officials and the staff of the Center.

1.2. The common directorship of work of the Center is performed by Council of heads of security service and special services of the states of members of the CIS.

In the work the Center interacts with Council of Ministers of internal affairs of the State Parties of the CIS, the Council of Ministers of Defense of the states of members of the CIS, Coordination council of Attorney-Generals of the State Parties of the CIS, Council of commanders of Border troops and other bodies of the CIS, their working bodies, and also Bureau on coordination of fight against organized crime and other dangerous types of crimes in the territory of gosudarstvuchastnik of the CIS.

1.3. The center in the activities is guided by fundamental documents of the Commonwealth of Independent States, decisions of Council of heads of states of the Commonwealth of Independent States, Council of Heads of Government of the Commonwealth of Independent States, Commonwealths of Independent States Council of Foreign Ministers, Council of heads of security service and special services of gosudarstvuchastnik of the CIS and this Provision, considers decisions of other bodies of the CIS in the field of fight against the international terrorism and other manifestations of extremism, and also the international obligations and national legal acts of the State Parties of the CIS.

1.4. The State Parties of the CIS determine the competent authorities performing official contacts with the Center and in writing notify on it the Center.

1.5. The center performs the activities with use of opportunities of specialized, anti-terrorist divisions of security service and special services of the State Parties of the CIS, other bodies which are engaged in fight against terrorism and also the United bank of data of security service and special services.

1.6. The center having the right to request necessary information from security service (special, services), law enforcement agencies, military, boundary and other departments of the State Parties of the CIS through the competent authorities performing official contacts with the Center.

1.7. The center for the decision of Council of heads of states of the Commonwealth of Independent States creates the regional divisions (branches, representations, departments).
