3.1. Considers conceptual approaches to questions of military policy, military cooperation and military construction of the State Parties of the Commonwealth and if necessary submits offers for consideration of Council of heads of states of the Commonwealth of Independent States.
3.2. Performs coordination of military state cooperation of members of the Commonwealth.
3.3. Develops and submits according to Council of heads of states of the Commonwealth of Independent States, Council of Heads of Government of Commonwealth of Independent States of the offer:
3.3.1. On coordination of efforts of the State Parties of the Commonwealth directed to prevention of armed conflicts in the territories of the State Parties of the Commonwealth and their external borders.
3.3.2. On rapprochement of regulatory legal acts of the states of members of the Commonwealth in the field of military construction and social protection of the military personnel, persons discharged from military service and members of their families.
3.3.3. it is excluded according to the Decision of Council of heads of states of the Commonwealth of Independent States of 28.09.2018.

3.4. Approves efforts of the Ministries of Defence of the states of members of the Commonwealth on questions:

3.4.2. Creations of military and scientific base, development of management systems by troops (forces), the equipment in the operational relation of the territories of the State Parties of the Commonwealth.
3.4.3. Providing ecological safety on military facilities of the State Parties of the Commonwealth.
