State Parties of this agreement,

considering the developed and repaid cooperation on development and the arms production and military equipment,

considering necessary to keep scientific potential on enhancement of arms and military equipment,

agreed as follows:

Article 1

Development, production, deliveries and providing the Joint Armed Forces of the Commonwealth with arms, military equipment, industrial goods and other appliances, their accumulating to perform by the unified plans of orders and deliveries of military products approved between the State Parties of the Commonwealth at the expense of the single defense budget (own armed forces of the State Parties of the commonwealth - on the principles of settlement on agreed prices) with preserving and development of cooperative bonds of military production, the long-term production and economic relations and direct agreements.

Article 2

The State Parties of the Commonwealth which signed the agreement on the Joint Armed Forces shall finance development, production and deliveries of arms, military equipment and other appliances for the Joint Armed Forces of the Commonwealth from the single defense budget and having own armed forces, including placed under operational authority to the Main command of the Joint Armed Forces of the Commonwealth - on contractual basis.

Article 3

Regulation of deliveries and developments of the major types of military products is performed at the level of the governments of the State Parties of the Commonwealth. To impose control of the conclusion of agreements on mutual deliveries to relevant organs of management of the State Parties of the Commonwealth.

Article 4

At the companies of the Joint Armed Forces and own armed forces of the State Parties of the Commonwealth to make repair and production of arms, military equipment, military and technical property on approved between them plans on the basis of mutual calculations and preserving the developed production bonds. Military representations at the companies of the industry located in the territory of the State Parties of the Commonwealth and the performing development, production, installation and delivery of arms, military equipment and other property for the Joint Armed Forces are part of the Joint Armed Forces of the Commonwealth and are under control to authorized bodies of the State Parties of the Commonwealth. Activities of military representations and their financing are determined by the Regulations on military representations approved by Council of Heads of Government of the State Parties of the Commonwealth. Article 8

To put the principle of allocation of funds on appliances in basis of the organization of material, technical and household security of the Joint Armed Forces of the Commonwealth the State Parties of the Commonwealth in the amounts and the nomenclature approved by Council of Heads of Government, own armed forces of the states of the Commonwealth - on contractual basis.

Article 9

Under the organization of material, technical and household security of the Joint Armed Forces of the Commonwealth to proceed from the regulations of supply, accumulating and echeloning of inventories of arms, military equipment and other appliances operating now (for own armed forces of the states of the Commonwealth - according to the regulating documents). The procedure for accumulating, amounts and places of warehousing of appliances for the Joint Armed Forces of the Commonwealth establishes Council of Heads of Government of the State Parties of the Commonwealth according to the proposal of the Commander-in-chief of the Integrated Forces of the Commonwealth.

Article 10

The State Parties of the Commonwealth will provide measures for first-priority providing armed forces of the Commonwealth with material resources, including consumer goods, through system of the state deliveries on the basis of contracts (agreements) signed taking into account measures of economic incentives of suppliers and also to provision of household services to troops.

Article 11

To perform the research and development works performed for the benefit of the Joint Armed Forces of the Commonwealth on the basis of the single development program of arms and military equipment and contracts with the relevant industrial enterprises and research establishments. Perform permanent mutual exchange of scientific and technical information on the samples of arms and military equipment which are in development and operation.

To make financing of the research and development works performed for the benefit of the Joint Armed Forces of the Commonwealth based on the independent expenditure item in the single defense budget.

Article 12

The agreement becomes effective from the moment of its signing.
