Agreement on the organization of works on interstate standardization of arms and military equipment

of November 2, 1995

(Protocol as amended of March 16, 2001)

The governments of the State Parties of this agreement (further the Parties), being guided by the Agreement on carrying out coordinated policy in the field of standardization, metrology and certification of March 13, 1992 and the Agreement on the principles of providing armed forces of the State Parties of the Commonwealth of Independent States with arms, military equipment and other appliances, the organization of research and development works of March 20, 1992,

agreed as follows:

Article 1.

Works on interstate standardization of arms and military equipment (further - VVT) are carried out without damage to national interests of the Parties.

The parties, having complete independence in questions of forming and use of national systems of standardization of VVT and the organization of works in this area:

in coordination resolve legal, economic and organizational issues of standardization of VVT, as on the basis of multilateral, and bilateral agreements, programs and engineering designs;

provide accomplishment jointly of the made decisions in the field of standardization of VVT;

use basic provisions of the operating all-technical systems of standardization and bring them into accord with the international interstate standards and rules.

Article 2.

Development of coordinated policy in the field of interstate standardization of VVT, determination of the main directions and forms of joint activities, the solution of questions of financing of works in this sphere and adoption of interstate standards on VVT performs the Interstate council on standardization, metrology and certification created by the Agreement on carrying out coordinated policy in the field of standardization, metrology and certification of March 13, 1992 taking into account recommendations of the Interstate commission on military-economic cooperation of the State Parties of the Commonwealth of Independent States created by the Solution of heads of governments of the State Parties of the Commonwealth of Independent States of April 15, 1994 and performing the activities according to the Provision approved by the Decision of Council of Heads of Government of the Commonwealth of Independent States of September 9, 1994.

Article 3.

By consideration of questions of interstate standardization of VVT representatives of the Interstate commission on military-economic cooperation of the State Parties of the Commonwealth of Independent States and the Headquarters on coordination of military cooperation of the State Parties of the Commonwealth of Independent States take equal part in meetings of Interstate council on standardization, metrology and certification.

Under Interstate council on standardization, metrology and certification for development of offers and preparation of drafts of decisions the Temporary scientific and technical commission on interstate standardization of arms and military equipment (VNTK) is created.

The provision and structure of VNTK affirm Interstate council on standardization, metrology and certification.

As a part of Bureau according to standards of Interstate council on standardization, metrology and certification the group of specialists in interstate standardization of arms and military equipment is created.

Article 4.

Approve Regulations on procedure for work on interstate standardization of arms and military equipment (appendix 1) and the Procedure for providing with interstate regulating documents on standardization of arms and military equipment (appendix 2).

Gosstandart of Russia provides the Parties during 1995-1996 with copies of regulating documents on arms and military equipment with single requirements for products of economic and defense appointment, and also copies of regulating documents with signature stamp "For office use" and with signature stamp "Confidentially".

Providing the Parties with the regulating documents on VVT having the closed character is performed on their requests according to the procedure, established by the governments of the Parties.

Article 5.

Declare invalid the Agreement on the organization of works on interstate standardization of arms and military equipment of November 13, 1992.

Article 6.

This agreement becomes effective from the date of its signing.

It is made in the city of Moscow on November 3, 1995 in one authentic copy in Russian. The authentic copy is stored in the Executive Secretariat of the Commonwealth of Independent States which will send to each state which signed this agreement, its verified copy.

Article 4: State the second paragraph in the following editorial office "Gosstandart of Russia Provides the Parties during 1995 - 1996 with Copies of All Regulating Documents on Arms and Military Equipment Which Are Available in Fund for January 1, 1992 irrespective of Signature Stamp".

Exclude the third paragraph.

By the Provision

Item 2.1.1.: State in the following edition: "Combination of efforts of the State Parties of the Commonwealth on further deepening and enhancement of cooperation, to carrying out researches and development of integration of these states in military-economic area".

Item 2.1.2.: Exclude.

Item 3.1.: Exclude the words "approved at the interstate level".
