The government of the Russian Federation and the Government of the Republic of Moldova which are hereinafter referred to as with the Parties
proceeding from need of creation of conditions for wide and free dissemination of information on social and political, economic and cultural life of two countries,
considering need of providing to journalists and other media men of legal protection and favorable conditions for implementation of their professional activity,
being guided by provisions of the Universal Declaration of Human Rights of 1948 and the International Covenant on Civil and Political Rights of 1966,
wishing to promote accomplishment of provisions of the Final act of the Organization for Security and Co-operation in Europe of 1975 and the subsequent documents of OSCE concerning cooperation in the field of information and the humanitarian sphere
agreed as follows:
For the purpose of this agreement: the term "foreign correspondents" means correspondents of the mass media (the agencies, newspapers, magazines, other periodic printing editions, publishing houses, radio, television) registered in the Russian Federation who will be accredited in the Republic of Moldova, and correspondents of the mass media registered in the Republic of Moldova who will be accredited in the Russian Federation,
the term "state of accreditation" means the state in which "the foreign correspondent" is accredited.
As foreign correspondents citizens of the state of accreditation can be accredited.
The rights, obligations and responsibility of foreign correspondents in the state of accreditation are determined and regulated by the universally recognized norms of international law, the legislation of the state of accreditation and provisions of this agreement.
The parties through officially authorized bodies and the organizations within the national legal system in every possible way help that foreign correspondents distributed the objective information about political, social and economic and cultural life of the state of accreditation, respected the universally recognized norms of journalistic ethics.
The parties through officially authorized bodies and the organizations within the national legal system provide for foreign correspondents when implementing of the professional obligations by them open entry to official sources of information, and also observance of the right of foreign correspondents to confidentiality of source of information.
The parties through officially authorized bodies and the organizations provide such conditions under which official press conferences and other similar actions for the national press would be open for foreign correspondents.
Foreign correspondents on the basis of reciprocity, taking into account requirements of the national legal system are granted the right of free movement in the territory of the Russian Federation and the Republic of Moldova, except for areas and objects for which visit the special procedure is established.
The parties through officially authorized bodies and the organizations provide observance of the rights of foreign correspondents to free transfer of the materials, radio - video and teleinformation without any censorship.
The parties through officially authorized bodies and the organizations consider addresses about opening of offices of foreign mass media and accreditation of foreign correspondents to the terms which are not exceeding two months from the date of their obtaining.
The parties through officially authorized bodies and the organizations in case of need render according to the national legal system assistance to accredited foreign correspondents and their families in acquisition or lease of housing, rooms for placement of correspondent offices.
Relevant organs and the organizations of the Parties will abstain from acceptance of rationing arrangements, including such as deprivation of the journalist of accreditation or its expulsion from the state of accreditation, because of contents of information transferred to body which the foreign correspondent, except as specified represents violations of the legislation of the state of accreditation by it or provisions of this agreement.
The parties periodically consider the course of accomplishment of this agreement.
The questions connected with interpretation and application of provisions of this agreement will be solved authorized bodies of the Parties by negotiations and consultations.
This agreement becomes effective from the date of the last written notice confirming accomplishment of the corresponding interstate procedures by the Parties necessary for its entry into force.
This agreement is signed for a period of five years and will be prolonged for the subsequent five-year terms until one of the Parties does not notify in writing other Party at least in six months prior to the expiration of the corresponding term on the intention to stop its action.
It is made in the city of Chisinau on April 11, 1997 in duplicate, everyone in the Russian and Moldavian languages, and both texts are equally authoritative.
