Agreement between the Government of the Russian Federation and Government of the Republic of Latvia on cooperation on boundary questions

of February 26, 1996

The government of the Russian Federation and the Government of the Republic of Latvia which are hereinafter referred to as by the Parties

being guided by the aspiration to develop friendship and mutually beneficial cooperation on boundary questions for the benefit of safety of the Russian Federation and the Republic of Latvia,

wishing to create the legal base of cooperation,

agreed as follows:

Article 1

The parties will perform cooperation in the following directions:

1. Exchange of information, being of mutual interest.

2. Operational search activities for the benefit of protection of border.

3. Development of measures and implementation of the approved actions directed to the prevention and suppression of violations of the Russian-Latvian border.

4. Suppression of illicit movement through border of weapon, ammunition, drugs, radioactive materials, other objects of smuggling, and also other unlawful activity on border and at check points through it.

5. Rendering mutual aid in case of extreme situations on border.

6. Experience exchange of the organization of protection of border and border control.

7. Streamlining of activities of check points through border.

Article 2

The parties in 3-month time from the date of the signature of this agreement will make exchange of the legal and other open regulations concerning protection of border.

In subsequent exchange stated above legislative and regulations will be performed in 2-month time from the moment of their entry into force.

Article 3

The parties will provide timely exchange of information on situation which is of mutual interest on border and activities of boundary departments of Russia and Latvia.

Exchange of the specified information will be performed on a grant basis.

The procedure for exchange of information will be determined by the separate protocol.

Article 4

The parties will not transfer somebody the materials received from each other and information without written consent of the Party from which these materials and information are received.

Article 5

The procedure for cooperation concerning operational search activities for the benefit of protection of border will be determined by the separate protocol.

Article 6

The parties will take the measures directed to that their competent authorities performed cooperation in fight against acts of terrorism, illicit movement through border of weapon, ammunition, narcotic substances, radioactive materials, other objects of smuggling, illegal migration, and also with other types of crimes.

Article 7

For specific implementation of measures for accomplishment of this agreement of the Party charge to heads of the relevant competent departments or representatives authorized by them to sign the relevant protocols or other bilateral documents promoting expansion of interaction and cooperation by mutual consent.

Article 8

For the solution of the questions of the Party arising in the course of cooperation if necessary create temporary joint working groups.

Article 9

Business meetings of representatives of the relevant competent authorities will be performed at least once a year.

The procedure for holding meetings will be determined by the separate protocol.

Article 10

This agreement does not mention obligations which are earlier assumed by the Parties in relation to other states and is not directed against the third countries and their interests.

Article 11

This agreement becomes effective from the date of its signing and will be effective within five years. Its action will be prolonged automatically for the subsequent five-year periods if any of the Parties in writing in six months prior to the expiration of the next five-year period does not notify other Party on the intention to stop its action.

It is made in St. Petersburg on February "26", 1996 in duplicate, everyone in the Russian and Latvian languages, and both texts are equally authoritative.
