aiming at development and strengthening of the friendly relations between two countries,

convinced that the cooperation in the field of youth policy is important for supply and deepening of mutual understanding between two people,

wishing to develop and further friendly relations between youth,

in view of that at the present stage of development of society the role of youth in the solution of public problems steadily increases,

AGREED AS FOLLOWS:

Article 1

The parties will promote in every possible way expansion and strengthening of cooperation in the field of youth policy. The parties will aim to attract youth to cooperation program implementation in the field of economy, ecology, health care, education, culture, sport and tourism.

Article 2

The parties will promote effective exchange of information in the field of youth policy, to carrying out in both states of thematic seminars, conferences, consultations.

Article 3

The parties will encourage cooperation between youth public associations for the purpose of acquaintance of youth with cultural heritage, the current state of culture, literature and art through the organization of festivals of arts, tenders, exhibitions, tours of performing collectives and soloists, carrying out days of literature and art of two countries with participation of representatives of creative youth in tenders, evenings and other actions.

Article 4

The parties will promote expansion of contacts between young entrepreneurs and farmers, to holding joint seminars, projects implementation in the field of youth entrepreneurship.

Article 5

The parties will promote creation of the bilateral comprehensive program of the prevention of spread of drug addiction, toxicomania, alcoholism among minors and youth. The parties will pay close attention to prevention of spread of disease AIDS among youth.

Article 6

The parties will exchange work experience of the social services giving psychological, legal and other assistance to minors and young people.

The parties will promote program implementation on rendering the public assistance and support to young disabled people and restriction to capable and incapacitated categories of youth.

Article 7

The parties will direct the efforts to development and program implementation on improvement of ecological situation in the cities and settlements with participation in development of this program of youth public associations.

Article 8

The parties will promote development of communication between the sports organizations of two states and to render development assistance of physical culture and mass sport among youth, student's and school associations, to perform actions for forming of healthy lifestyle of the population, including youth. Specific forms and conditions of cooperation will be determined on the basis of direct agreements between the interested partners (organizations) of two states.

Article 9

The parties will promote exchange of youth and student's labor collectives (groups), groups of voluntary labor, and also to develop system of youth travel according to the national legal system.

Article 10

For the purpose of effective implementation of provisions of this agreement by the relevant ministries, departments and organizations of the Republic of Kazakhstan and the Republic of Belarus the interservice agreements and working protocols of cooperation affecting competence of the relevant departments and ministries can be developed and signed.

Article 11

This agreement becomes effective from the date of signing, is effective within five years and will be prolonged automatically for the subsequent five-year periods if any of the parties in writing does not notify other Party on the intention to terminate this agreement in six months prior to the expiration of the next period.
