The agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Belarus on cooperation in the field of seal and information

of October 5, 2000

The government of the Republic of Kazakhstan and the Government of the Republic of Belarus (further - the Parties),

being guided by aspiration to further development and strengthening of the friendship existing between two states

considering interest of the Parties in further development of interstate cooperation in the field of seal and information,

confirming the commitment to provisions of the Agreement on cooperation in the field of information of state members of the CIS signed on October 9, 1992 in the city of Bishkek

agreed as follows:

Article 1

The parties, according to the national legal system of their states, will promote creating favorable conditions for broad and regular exchange of the mass information affecting political, economic and cultural spheres of the states of the Parties through their information services (agencies).

Article 2

Each of the Parties will promote free exchange and distribution in the territory of its state of periodic printing editions which are published on legal causes in the state of other Party provided that distribution of data and materials to them, does not contradict the national legal system of the states of the Parties.

Article 3

The parties will support and encourage mutually beneficial cooperation between the editorial offices of mass media and information services (agencies) of the states which specific conditions and forms will be determined by her participants, including by the conclusion of free standing agreements.

Article 4

The parties will render assistance in the organization of broadcast of telea of broadcasts, and also transfers of the materials prepared by journalists of both states, to the editions when using of the corresponding communication systems by them.

Article 5

The parties will encourage on the parity basis exchange of specialists in the field of TV and radio broadcasting, printing mass media, scientific and technical industries connected with information.

Article 6

Each of the Parties will give necessary organizational assistance to the journalists, TV and radio correspondents, other representatives of mass media and publishers directed by information institutes of the state of one Party for implementation of professional activity in the territory of the state of other Party on condition of observance of the national legal system of the state of the host party by them.

Article 7

The parties through the competent authorities will perform cooperation and experience exchange in the sphere of legal regulation of activities of printing and other mass media, and also to exchange of other information which is not infringing on national interests and the state secrets of the states of the Parties.

Article 8

For the purpose of implementation of this agreement of the Party determine competent authorities:

from the Kazakhstan side - the Ministry of Culture, information and the public consent of the Republic of Kazakhstan;

from the Belarusian side - the State committee of the Republic of Belarus on seal.

In case of change of the official name or functions of competent authorities of the Parties each of the Parties without delay will notify on it other Party.

Article 9

Changes and additions which are drawn up by the separate protocols which are its integral part as agreed by the parties can be made to this agreement.

Article 10

Provisions of this agreement do not affect the rights and obligations of the Parties according to other international treaties and agreements which participants they are.

All disputes and disagreements which can arise in case of application or interpretation of this agreement will be permitted by consultations and negotiations.

Article 11

This agreement is signed for a period of five years. Its action will be prolonged automatically for the next five-year period if in six months prior to the end of the corresponding period any of the Parties in writing does not notify other Party on the desire to stop its action.

Article 12

This agreement becomes effective from the date of receipt of the last written notice of accomplishment of the interstate procedures by the Parties necessary for its introduction in force.

It is made in the city of Astana on October 5, 2000 in duplicate, everyone in the Kazakh, Belarusian and Russian languages, and all texts are equally authoritative. In case of disagreements in case of interpretation of provisions of this agreement, the Parties will address to the text in Russian.
