About provision of the equal rights to citizens of the State Parties of the Agreement on deepening of integration in economic and humanitarian areas of March 29, 1996 on receipt in educational institutions

The government of the Republic of Belarus, the Government of the Republic of Kazakhstan, the Government of the Kyrgyz Republic and the Government of the Russian Federation which are hereinafter referred to as by the Parties

being guided by the Statement "About ten simple steps towards to simple people" of April 28, 1998 and the Contract between the Russian Federation, the Republic of Byelorussia, the Republic of Kazakhstan and the Kyrgyz Republic on deepening of integration in economic and humanitarian areas of March 29, 1996,

wishing to promote further carrying out policy of collateral actions in the fields of education, sciences and cultures,

considering that achievement of this purpose will be promoted by open entry of youth to intellectual resources of the Parties,

recognizing that realization of the specified opportunities assumes mutual recognition and equivalence of the education documents granting the equal rights to receipt in educational institutions

agreed as follows:

Article 1

The parties grant the equal rights to citizens of the State Parties of the Agreement for receipt in the state educational institutions of the Parties on the basis of the documents of the state sample which are mutually recognized equivalent as on the places financed from the government budget and on places with payment of training cost under agreements according to the Regulations of Admission approved by the state educational institution.

Article 2

Regulation of acceptance in educational institutions of state bodies of defense, safety, internal affairs, boundary and customs services is determined by supplementary agreements of the Parties.

Article 3

The parties provide each other the regulatory legal acts regulating Regulations of Admission in educational institutions, registrations and issues of documents of the state example of appropriate levels of education, their samples and descriptions with reduction of official explanations on them.

Article 4

The matters of argument connected using and interpretation of this agreement, the Party will solve by consultations and negotiations.

Article 5

This agreement does not affect the rights and obligations of the Parties following from other international treaties which participants they are and also does not interfere with the conclusion between the Parties of the new agreements expanding action of this agreement.

Article 6

Changes and additions with the consent of the Parties which are drawn up by the separate Protocol which is integral part of this agreement can be made to this agreement.

Article 7

This agreement becomes effective from the date of obtaining by Integration Committee which is recognized depositary of this agreement, the last written notice of accomplishment of necessary interstate procedures by the Parties.

Article 8

This agreement is effective within five years from the date of its entry into force and is automatically prolonged for new five-year term if the Parties do not make other decision.

Article 9

This agreement is open for accession of other states in case of the consent of the Parties.

Article 10

Each of the Parties has the right to leave this agreement, having in writing notified on it Integration Committee.

The agreement stops the action concerning this Party after six months from the date of receipt of such notification.

It is made in Moscow on November 24, 1998 in Russian. The authentic copy of the Agreement is stored in Integration Committee which will send to each State Party of this agreement its verified copy.
