1. Approve Regulations on emblem of the Commonwealth of Independent States it (is applied).

2. Heads of states will take the necessary measures directed to establishment in the legislation of their states of responsibility for the actions causing damage to advantage of emblem of the Commonwealth of Independent States, and use of emblem in abuse of regulations, established by Regulations on emblem of the Commonwealth of Independent States.

3. Charge to the Executive Secretariat of the Commonwealth to approve procedure for production of emblem of the CIS and its mass replication; procedure for production, use, storage and destruction of seals with the image of emblem of the Commonwealth of Independent States.

It is made in the city of Moscow on January 19, 1996 in one authentic copy in Russian. The authentic copy is stored in the Executive Secretariat of the Commonwealth of Independent States which will send to each state which signed this Decision, its verified copy.

Regulations on emblem of the Commonwealth of Independent States

1. The Commonwealth of Independent States (further - the Commonwealth) has the emblem (further - emblem of the CIS) which composition is constituted by the framed circle of blue color containing the image of figure of white color from the vertical strips passing in the upper part of this figure symmetrically to the right and to the left into concentric ring-shaped elements. The last extend up and are rounded off, their length and width decrease from the center of symmetry to the periphery. In the upper part of composition the gold circle covered by ring-shaped elements is represented (the drawing is attached).

The composition symbolizes aspiration to equal partnership, unity, the world and stability.

2. Reproduction of the image of emblem of the CIS is allowed in color and one-color option (blue, black), and also in volume option.

3. The image of emblem of the CIS is placed:

on buildings of authorized and industry bodies of the Commonwealth of Independent States;

on the vehicles used by them;

in rooms in which meetings of bodies of the Commonwealth are held;

on seals and forms of documents of these bodies;

on official publications of bodies of the Commonwealth.

4. Reproduction of color, graphical and volume images of emblem of the CIS, irrespective of the sizes, always shall correspond precisely its color, and also one-color (blue, black) to the drawing.

5. The emblem of the CIS can be reproduced on the souvenirs used in representation purposes.

6. In the cases which are not provided by this Provision the Executive Secretariat of the Commonwealth with participation of the Secretariat of Council of Inter-parliamentary Assembly of the State Parties of the Commonwealth is authorized to issue permission to production and use of emblem of the CIS and its image.

7. The responsibility for violation of requirements of this provision is established according to the legislation of the state in the territory of which such violation took place.
