The joint statement of participants of the Almaty meeting - the Republic of Kazakhstan, People's Republic of China, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan

of June 3, 1998

The Republic of Kazakhstan, People's Republic of China, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan which are hereinafter referred to as by the Parties

proceeding from general aspiration of the State Parties of this Meeting to expansion and strengthening of multilateral cooperation in the context of agreements on enforcement of trust in military area and reducing the armed forces around border signed by them in Shanghai and Moscow respectively in 1996 and 1997

expressing satisfaction with forward development of the relations of neighborliness, friendship, mutual trust and full cooperation between five states,

adhering to the conventional principles of mutual respect of sovereignty and territorial integrity, equality, non-interference to internal affairs, and also supporting the dispute resolution and disagreements between the countries by friendly consultations,

emphasizing unity of opinions that further expansion and strengthening of bilateral and multilateral cooperation between five states in the spirit of neighborliness and friendship is equitable to radical interests of their people and is important positive factor of stability, safety, development and prosperity in the region and in Asia in general,

considering important role of large-scale economic cooperation in consolidation of the regional world and stability,

in view of the growing influence in Central Asia universal tendency to forming of structures of multilateral coordination and cooperation,

following the results of this Meeting declared as follows:

1. The parties will take all necessary measures for ensuring strict agreement performance about enforcement of trust in military area around border of April 26, 1996 and the Agreement on mutual reducing armed forces around border of April 24, 1997 and again emphasize importance of regular consultations with the purpose of discussion of the course of accomplishment of the mentioned agreements.

The parties highly appreciate important positive impact of the Shanghai and Moscow agreements on safety in the region, and also around the world, consider them as specific manifestation of steadily affirming new concept of the safety developing after completion of "Cold War" and as successful experience of strengthening of regional and global security and cooperation. Interaction between five states has open character and is not directed against other countries.

2. The parties, proceeding from realities of this region, agreed actively to develop bilateral and regional dialogue and consultations on safety issues, and welcome connection to this process of all interested states of the region.

Consent on convocation as required of meetings at the level of experts of Ministers of Foreign Affairs, heads of governments and heads of states for consideration of questions of safety and cooperation increase in Central Asia and on the Asian continent in general was reached.

3. The parties support the main ideas containing in the offer of Kazakhstan on convocation of the Meeting on interaction and measures of trust in Asia and supported active continuation of their study. They positively estimate the initiative announced by the Central Asian states about creation in Central Asia of zone, free from nuclear weapon.

4. The parties expressed readiness for continuation of profound consultations on the main international problems and questions of situation in Asia, and also to carrying out as required consultations within the UN, in other international and regional organizations and forums.

5. The parties are single that any manifestations of national separatism, ethnic intolerance and religious extremism are unacceptable. They will take measures for fight against the international terrorism, organized crime, illegal transportation of weapon, illicit trafficking in drugs and psychotropic substances and other types of the international criminal activities, to non-admission of use of the territories of the states for the organization of the activities causing damage to the state sovereignty, safety and public order any of five states.

6. The parties agreed that in case of development of economic cooperation on the basis of equality and mutual advantage it is necessary to adhere to the following basic principles:

- mutual provision of the terms of trade accepted in the international practice for the purpose of expansion of amounts of mutual goods turnover;

- encouragement and support of different forms of interregional and frontier trade and economic cooperation, and also cooperation between large enterprises and the companies of five states;

- improvement of the investment climate in each of five states and creation of conditions for building-up of investments into economic projects in their territories.

7. The parties came to conclusion about need in every possible way to strengthen and encourage large-scale and long-term cooperation in all fields of economy, including in the field of pipeline infrastructure for oil transportation and gas, and also railway, automobile, water and air modes of transport.

At the same time the Parties, first of all, will be guided by upgrade and use of the existing transport and pipeline infrastructures both between them, and with exit to other countries, and, first of all, will take into account profitability, reliability and safety of the operating and newly created objects taking into account national and economic interests of the countries on which territory they will be laid.

The parties welcome participation in these projects of all interested states and companies of other countries.

The parties also attach importance to mutually beneficial and equal cooperation in the field of power, including studying of projects on mutual deliveries and transit of the electric power to other countries.

The parties pay close attention to ensuring environmental protection in the region and are ready to cooperate in achievement of this purpose.

8. The parties consider that in international situation there are deep changes, rates of globalization of economy accelerate, the tendency of development of multipolarity of our world which will allow to provide stability of international situation and to create conditions for social and economic development of the different states of the world becomes more and more obvious. The world and development already became one of primary subjects, of common interest for the people of all countries.

At the same time, a number of events of the last time shows that the world community is still far from goal achievement of providing lasting peace and stability.

9. The parties express concern about the remaining intensity in Afghanistan and urge to activate efforts on peaceful settlement of the intra Afghan conflict taking into account interests of all ethnic, confessional groups and political forces involved in it under the auspices of the UN and with participation of interested countries.

The parties welcome the initiatives of settlement of the Afghan conflict announced and supported by the UN, including - on holding in Bishkek peace conference across Afghanistan.

10. The parties express serious concern in connection with strengthening of intensity in the adjacent South Asian region after the nuclear testing which are carried out there.
