The Russian Federation and the Republic of Belarus (daleegosudarstva-participating) adopt this Action program on realization of provisions of the Agreement on creation of the Union State.
Program task - determination of content, stages and terms of work on transfer to the Union State of the areas of jurisdiction fixed in the Agreement, methods of legislative fixing of such transfer, including possible introduction of amendments to constitutions of two states, and also organizational framework of these activities in the Union State, creation of the necessary allied or coordinating bodies. It joins tasks on implementation by two states of complex of the interconnected actions in economic, legal and other spheres which are directed to their step-by-step consolidation.
Accomplishment of this Program will mark completion of process of creation of the Union State with common economic space, single transport system, single customs area, single monetary unit, the general budget in which the State Parties pursue closely coordinated policy in the international cases, in the field of defense, safety, fight against crime, in social and cultural areas.
According to these tasks the following events will be performed.
1.1. The State Parties within the Union State perform measures for rapprochement of the main social and macroeconomic indicators of economic development and level of living of the population, including:
growth rates of gross domestic product (further - GDP);
structure of GDP on production and use;
size GDP per capita;
growth rates of industrial and agricultural production;
growth rates of labor productivity;
level of investments into fixed capital as a percentage of GDP;
cash incomes (on average per capita in month);
the nominal added and paid average monthly salary of one worker;
the average size of the granted and paid monthly pension;
subsistence minimum on average per capita in month;
minimum wage and minimum size of old-age pension;
share of expenses on final consumption of households in GDP;
consumer price index.
1.2. The single structural policy of the Union State connected with reforming of budget, tax and production spheres, the problem resolution of non-payments and restructurings of bank system that will promote reducing deficits of government budgets, stability of national currencies and price level, decrease in power consumption of production and share of intermediate consumption in production, achievement of the external economic balance is pursued.
1.3. When implementing actions for social and economic development of two countries single measures and indicators of state regulation of economy are used, namely:
level of the tax burden of producers (the tax rates and payments, privileges, level of centralization of the income of the state to GDP);
exchange rate (market);
rates of change of cumulative money supply, including ruble, currency;
refunding rate, deposit interest rates and to the credits for the population and subjects of managing, the level of mandatory reserve requirements to commercial banks;
indexes of selling prices in the industry, purchase prices in agricultural industry, price indexes in construction, rates for transportations and communication services;
limits on use (consumption) of natural resources and environmental pollution;
purchasing amounts of the major types of products for the state needs;
the amounts of financing from the budget of the state target programs.
1.4. In the medium and long term key parameters of development of the Union State will be:
mutual trade between the State Parties by the most important types of products and services;
interstate flows of the capital, including the received and provided direct and portfolio investments, short-term and long-term loans, etc.;
interstate labor migration;
mechanism of forming of common economic space (unification of the main instruments of customs, budget, tax, credit and monetary, price policy, single legislation on foreign investments, development and implementation of joint programs of social and economic, scientific and technical and ecological nature and other regulators).
Term - it is permanent, since 2000
Work on unification of the civil law and the legislation regulating economic activity in the Union State comes to the end.
During this work the single regulations, provisions, terms and concepts of the civil law connected with regulation of the public, property and commodity relations in the field of economic circulation which are fixed in Bases of the civil legislation of the Union State are approved.
The law on property of the Union State which will govern the relations concerning allied property is adopted, to establish objects of the rights of allied property, the basis of such rights, procedure of protection of the property rights, and also the relations connected with implementation of other property rights.
Term - 2001-2002
3.1. During forming of common economic space currency integration on the basis of introduction of single monetary unit (currency) is performed.
The interstate agreement on introduction of single monetary unit and forming of single emission center will be for this purpose signed.
Term - the IV quarter 1999 - the I quarter 2000
3.2. As a result of the agreement performance mentioned in Item
3.1. this Program, money issue will be performed by exclusively single emission center. Work on introduction of single monetary unit will be carried out step by step. Results of work will be drawn up by separate protocols so that it was fully complete by the end of 2005 in coordination with process of economic integration in the Union State.
Term - 2005
4.1. At the first stage work on unification, harmonization and rapprochement of the tax legislation of the State Parties is carried out (regarding the principles of the taxation, conceptual and terms framework).
Term - 2000
4.2. At the second stage transition to single tax policy, the single principles of collection of taxes regardless of the location of taxpayers in the territory of the Union State, including in questions of procedure for establishment and collection of taxes, the taxpayer registration, control of observance of the tax legislation and other questions is performed.
Term-2001 years
4.3. At the third stage the Tax code of the Union State is accepted.
