1. These rules determine according to article 21 of the Federal law "About Procedure for Departure from the Russian Federation and Entry into the Russian Federation" procedure for filing of application about disagreement on departure from the Russian Federation of the minor citizen of the Russian Federation (further hereinafter is referred to as - the statement).
2. The application is submitted personally by one of parents, the adoptive father, the guardian or the custodian of the minor citizen of the Russian Federation (further hereinafter is referred to as - the applicant) to territorial authority of the Federal Migration Service at the place of residence (stay), or to body of border control, or to diplomatic representation (consular establishment) of the Russian Federation if the applicant constantly lives outside the Russian Federation.
