About standardization
The parliament adopts this law.
This law establishes legal, social, economic and organizational basis of standardization in the Republic of Moldova.
Standardization as the important factor influencing all national economy, on protection of life and human health, environmental protection, directed to elimination of technical barriers on the way of integration of the country to international trade, is prerogative of the state.
For the purposes of this law the following basic concepts are used:
application of the standard - use of the standard in production, trade and other areas;
the regulating body - the central industry body of public management or other body responsible within the competence for development or adoption of technical regulations;
the code of common practice - the document recommending rules or procedures of designing, production, installation, maintenance or operation of the equipment, designs or products;
the regulating document - the document establishing rules, the general principles or characteristics concerning different types of activities or their results. The term "regulating document" covers such concepts as standards, codes of common practice, technical regulations, etc.;
quality infrastructure - set of the organizations performing activities in the field of standardization, metrology, assessment of conformity, accreditation and quality assurance, necessary for development of technologies, production, services and trade;
body for standardization - the body which is engaged in standardization at the national, regional or international levels which main function, according to its status, consists in development, approval or adoption of standards which are available to wide range of users;
national authority on standardization - the body for standardization recognized at the national level which has the right to be national member of the international or regional standardization organization;
the concerned party - authority, the business entity or other organization which are applying or having intention to apply the standard;
the preliminary standard, the prestandard - the document which is accepted by national authority on standardization for limited term and is brought to wide range of users for the purpose of accumulating in the course of its application of necessary experience for development of the standard;
compliance presumption - the assumption recognized reliable will not be proved the return yet, that products or service conform to the requirements established in the applied technical regulation;
the program of standardization - the working program of body for standardization giving the list of subjects according to which work on standardization is carried out;
the direct reference on standards in technical regulations - the reference to standards specifying that the single way of achievement of compliance to certain requirements of the technical regulation is observance of the specified standards;
the indirect reference to standards in technical regulations - the reference to the interconnected standards specifying that one of ways of achievement of compliance to certain requirements of the technical regulation is observance of the specified standards;
the reference (on standards) with firm identification - the reference to standards identifying one or several specific standards so that the subsequent reviews of the specified standards were valid only after modification of the technical regulation;
the reference (on standards) with the sliding identification - the reference to standards identifying one or several specific standards so that the subsequent reviews of the specified standards were valid without modification of the technical regulation;
specifications - the conditions containing in the document which determine required product characteristics or services (such as the quality level, execution, safety or the sizes, including the requirements applied to products as that is required by the name under which it is placed in the market), and also requirements to terminology, designations, testing and test methods, packaging, marking or labeling and assessment procedures of compliance.
