About additional measures for providing the rights and protection of interests of minor citizens of the Russian Federation

For the purpose of providing the rights and protection of interests of the minor citizens of the Russian Federation who did not reach age of 14 years, and also streamlining of activities of the state and other bodies, organizations and organizations when rendering services in health sector, educations, social security and other spheres if rendering these services according to the Federal Laws is caused by availability at the child of citizenship of the Russian Federation, I decide:

1. Determine that availability of citizenship of the Russian Federation at the child who did not reach age of 14 years at the choice of his parents or other legal representatives makes sure:

a) the foreign, diplomatic or service passport of the citizen of the Russian Federation which is available for the child proving the identity of the citizen of the Russian Federation outside the Russian Federation;

b) the passport of the citizen of the Russian Federation of the parent, including the foreign, diplomatic or service passport in which data on the child are entered;

c) the certificate of birth in which data are entered:

about citizenship of the Russian Federation both parents or the single parent (irrespective of the birthplace of the child);

about citizenship of the Russian Federation one of parents if other parent is person without citizenship or it is acknowledged it is unknown absent or if the place of its stay is unknown (irrespective of the birthplace of the child);

about citizenship of the Russian Federation one of parents and nationality of foreign state of other parent (if the certificate of birth is granted in the territory of the Russian Federation);

d) mark in the translation into Russian of the document issued by competent authority of foreign state as a witness of the act of the registration of the birth of the child which is put down by the federal executive body authorized on implementation of federal state control (supervision) in the sphere of migration or its territorial authority, consular establishment of the Russian Federation or consular department of diplomatic representation of the Russian Federation;

e) mark in the certificate of birth granted by authorized body of the Russian Federation which is put down by the federal executive body authorized on implementation of federal state control (supervision) in the sphere of migration or its territorial authority, consular establishment of the Russian Federation or consular department of diplomatic representation of the Russian Federation;

e) the insert to the document issued by competent authority of foreign state as a witness of the act of registration of the birth of the child, or to the certificate of birth, confirming availability of citizenship of the Russian Federation, issued in accordance with the established procedure till February 6, 2007.

2. Determine that the state and other bodies, organizations and the organizations when rendering services in health sector, education, social security and other spheres have no right to require other certificate of availability of citizenship of the Russian Federation from the child who did not reach age of 14 years, than the stipulated in Item 1 this Decree, including putting down on the certificate of birth of the mark certifying availability of citizenship of the Russian Federation in the cases which are not provided by subitems "g" and "d" of Item 1 of this Decree.

3. To the government of the Russian Federation, management officials (heads of the supreme executive bodies of the government) of subjects of the Russian Federation to bring the regulatory legal acts into accord with this Decree.

4. This Decree becomes effective from the date of its signing.
