About Regulations on procedure for response of the Collective Security Treaty Organization to crisis situations

1. Approve the enclosed Regulations on procedure for response of the Collective Security Treaty Organization to crisis situations.
2. This Decision becomes effective from the effective date the Protocol on introduction of amendments to the Agreement on collective security signed on May 15, 1992 of December 10, 2010 and the Protocol on modification of the Articles of organization of the Agreement on collective security signed on October 7, 2002 of December 10, 2010.
It is made in the city of Moscow on December 10, 2010 in one authentic copy in Russian. The authentic copy is stored in the Secretariat of the Collective Security Treaty Organization which will send to each state which signed this Decision, its verified copy.

1.1. This Provision determines functions of bodies of the Collective Security Treaty Organization (further - the CSTO and/or the Organization) by preparation of offers on prevention (settlement) of crisis situations and rendering to state members of the CSTO of necessary assistance, and also the mechanism of adoption of relevant decisions.
The decision making mechanism about joint efforts on prevention (settlement) of crisis situations provides the sequence of actions of bodies of the Organization and state members of the CSTO and their interaction.
1.2. Decision making about collateral actions on prevention (settlement) of crisis situations is performed according to the Charter of the UN, the Agreement on collective security and Articles of organization of the Agreement on collective security, other international treaties signed within the CSTO and this Provision for the purpose of protection on collective basis of safety, stability, territorial integrity and sovereignty of gosudarstvchlen of the CSTO, and also joint counteraction to challenges and threats of collective security and liquidation of emergency situations.
1.3. For the purposes of this provision the terms applied in him mean:
"crisis situation" - the accruing situation aggravation in one or several state members of the CSTO which directly threatens its safety to stability, territorial integrity, sovereignty and is capable in the absence of necessary assistance of state members of the CSTO to result in its inability to perform the functions and/or destabilizations of the region of collective security;
"emergency situation" - the situation which developed as a result of accident, natural hazard, catastrophic crash, natural or other disaster which can entail or entailed the human victims, damage to health of people or the environment, considerable material losses and violation of conditions of life activity of people;
"humanitarian assistance" - the free aid provided for rendering medical and social assistance to victims of crisis situations to national groups;
"material and logistical assistance" - the help in delivery type of goods, performance of works, rendering the services performed on preferential and/or non-paid basis for the purpose of providing public authorities with the financial resources, the equipment, transport and other types of material means necessary for realization of their functions;
"Mission" - the group of specialists of state members consisting of representatives of the state members of the CSTO appointed according to this Provision, and which is temporarily sent to zone of crisis situation with the purpose of carrying out monitoring of situation, determination of situation on site and developments of offers on further measures of the Organization for prevention (settlement) of crisis situation, and also realization of other functions determined by Council of collective security of the CSTO (further - Council);
"complex operational and preventive transaction" - set of the operational search, control and supervising, precautionary and preventive and other actions performed jointly and on single intention by law-enforcement bodies (police), security service and special services, drug trafficking, boundary departments monitoring bodies or other competent authorities of state members of the CSTO in the territory and according to the national legal system.
2.1. The secretariat of the CSTO on permanent basis performs collection and information analysis about condition and tendencies of development of situation in zone of responsibility of the organization for the purpose of identification of premises of crisis situations.
2.2. In case of identification of premises of crisis situation the Secretary general of the CSTO without delay:
- initiates convocation of the Permanent Council of the CSTO;
- personally or through the representative (the representatives) from among management of the Secretariat and/or the Integrated headquarters of the CSTO holds consultations with management of state member in the territory of which there are premises of crisis situation;
- informs the Chairman of the board on the developing situation and represents offers on first-priority measures for prevention (settlement) of crisis situation.
2.3. Based on the report of the Secretary general of the CSTO the Chairman of the board after consultations with members of council makes the decision on feasibility of involvement of the mechanism of joint consultations according to Item 3.2 of this provision.
