Regulations on procedure for acceptance and implementation of collective decisions on use of forces and means of system of collective security of the Collective Security Treaty Organization

1. General provisions

1.1. This Provision determines functions of bodies of the Collective Security Treaty Organization (further - the CSTO and/or the Organization) by preparation of offers on use of forces and means of system of collective security of the Organization (further also - forces and means) and the mechanism of adoption of such decisions.

1.2. The decision making mechanism on use of forces and means provides the sequence of activities and interaction of bodies of the Organization and state members of the CSTO.

1.3. Decision making on use of forces and means of system of collective security is performed according to the Charter of the UN, the Agreement on collective security and Articles of organization of the Agreement on collective security for the purpose of protection on collective basis of independence, territorial integrity and sovereignty of gosudarstvchlen of the CSTO according to the procedure of implementation of the right to individual or collective self-defense for reflection of armed attack (aggression) against one or several state members of the CSTO, threat to international peace and safety, counteraction to other challenges and threats, and also for liquidation of emergency situations.

1.4. For the purposes of this provision, the terms applied in him mean:

"coalition group of troops (forces)" - the group of troops (forces) created by state members of the CSTO on multilateral (collective) basis within the Organization including the military contingents and forming of forces of special purpose;

"the regional (joint) group of troops (forces) "the group of troops (forces) created by state members of the CSTO on bilateral or multilateral basis within the respective region of collective security;

"the military contingents" - the allocated with state members of the CSTO in structure coalition and/or regional grouping (forces) of consolidation, connection, military units of armed forces of gosudarstvchlen of the CSTO;

"forming of forces of special purpose" - the divisions of special purpose (group of specialists) of law-enforcement bodies (police), internal troops, security service and special services, and also bodies authorized in the field of the prevention and mitigation of consequences of emergency situations allocated with state members of the CSTO in structure of coalition group of troops (forces);

"the interested ministries and departments" - the ministries and departments authorized by state members of the CSTO to solve problems of forming of the military contingents and forming of forces of special purpose allocated with state members of the Organization in structure coalition and/or regional groupings (forces), their preparation, application and comprehensive providing;

"emergency situation" - the situation which developed as a result of accident, natural hazard, catastrophic crash, natural or other disaster which can entail or entailed the human victims, damage to health of people or the surrounding environment, considerable material losses and violation of conditions of life activity of people;

"liquidation of emergency situations" - the rescue and other urgent works which are carried out in case of emergency situations and directed to rescuing of life and preserving human health, decrease in the extent of damage to the surrounding environment and material losses and also on localization of zones of emergency situations, cancellation of characteristic factors, dangerous to them;

"forces and means of system of collective security" associations, connections, military units and divisions of national armed forces and other troops of state members of the CSTO, division of special purpose (group of specialists) of law-enforcement bodies (police), internal troops, security service and special services, the forming of the bodies authorized in the field of the prevention and mitigation of consequences of emergency situations of state members of the CSTO, subordinated to national authorities of management and used according to the decision of bodies of the CSTO and also coalition group of troops (forces), the regional (joint) groups of troops (forces), groups of the joint (joint) military systems and collective peacekeeping forces.

2. Functions of bodies of the CSTO for preparation of offers on use of forces and means

2.1. Preparation of offers on use of forces and means of system of collective security is performed within the competence by Council of Foreign Ministers, the Council of Ministers of Defense and Committee of secretaries of the Security Councils of the CSTO together with the state the member of the CSTO based on whose official address the question of use of forces and means is considered.

2.2. Coordination of joint activities of state members of the CSTO for ensuring collective security is performed by the supreme body of the Organization - Council of collective security of the CSTO (further - Council of collective security).
