Declaration of state members of the Collective Security Treaty Organization

State members of the Collective Security Treaty Organization confirm the determination to make every effort for providing the world, prevention of armed conflicts, peaceful settlement of disputes, counteraction to challenges and threats of the international security and stability at the beginning of the 21st century. It has special value in year of the 65 anniversary of the Victory in the Great Patriotic War of 1941-1945 and the ends of World War II.

Trying to obtain implementation of effective objectives, state members of the CSTO steadily are guided by the principles enshrined in the Charter of the UN, the Helsinki Final act, adhere to the collective line on key questions of world development, and also the regional problems influencing stability and safety of state members.

In the field of ensuring the international security, disarmament and arms control of the CSTO pays priority attention to strengthening of the Nuclear Non-Proliferation Treaty, the fastest entry into force of the Comprehensive Nuclear-Test-Ban Treaty, non-admission of nuclear terrorism, development of agreements on prohibition of production of the split material for the purposes of nuclear weapon or other nuclear destructive devices and on prevention of placement of weapon in space, and also to viability recovery, strengthening and upgrade of legally binding verification regime over conventional arms in Europe, to enhancement and development of confidence building measures and safety in OSCE region, including updating of the Vienna document of 1999.

State members of the CSTO welcome signing on April 8, 2010 by the Russian Federation and the United States of America of the Agreement on measures for further reducing and restriction of strategic offensive arms, considering it as major step on the way of nuclear disarmament and non-proliferation. They attach importance to the fastest ratification of the Agreement and urge all countries having nuclear weapon to join the efforts undertaken by Russia and the USA in this area.

State members of the CSTO support adaptation of architecture of the all-European safety to realities of the modern international relations on the basis of the respect for supremacy of international law and the central role of the UN fixed in key regulations of the Russian draft agreement on the European safety. They call all states of Evroatlantiki and Eurasia for intensive common efforts for the purpose of fixing of the principle of comprehensive and indivisible safety. In this regard state members of the CSTO note confirmation of the principle of indivisibility of safety of all countries of the Euro-Atlantic region in the joint statement following the results of meeting of Council Russia - NATO in Lisbon.

State members of the CSTO will undertake at national and collective level all necessary for building-up of contribution to fight of the international community against terrorist danger in case of the central coordinating role of the UN and in this context support continuation and activation of interaction with Counter-terrorism committee of the UN Security Council.

State members of the CSTO confirm commitment to formation of Afghanistan as the peace, stable and independent state. For the purpose of strengthening of safety and stability around IRA, including in Central Asia, they intend and to render in the region individual and collective assistance to process of stabilization, settlement and peaceful recovery of Afghanistan from now on.

State members of the CSTO support activation of common efforts of all members of the world community on counteraction to the growing narcothreat, increase in level of coordination in fight against penetration of drugs from the territory of Afghanistan, including by creation of "belt" of counter-narcotics safety around it, strengthening of the national institutions fighting against drug trafficking, training of specialists for these structures.

In this context they invite all interested states, the international and regional organizations to be connected to the counter-narcotics operation performed under the auspices of the CSTO "Channel" which proved as the effective instrument of counteraction to narcothreat.

State members of the CSTO recognize that any conflicts shall be resolved by peaceful manner according to the universally recognized norms of international law, including using mechanisms of preventive diplomacy and peacekeeping potential.

State members of the CSTO intend and to coordinate closely from now on the international activities, to develop practical interaction with the international and regional organizations, paying special attention to questions of cooperation with the UN according to regulations of the resolution of the General Assembly on cooperation between the CSTO and the UN of March 2, 2010 and the Mutual declaration signed on March 18, 2010 about cooperation between the secretariats of the CSTO and the UN.

State members of the CSTO welcome successful carrying out in the capital of Kazakhstan of the summit of OSCE and adoption of the Astana Declaration opening new stage in organization activity.

State members of the CSTO support the balanced development of three dimensions of activities of OSCE for the purpose of adaptation of its work to modern challenges and safety hazards and its reforming on the basis of the basic principles of the Helsinki Final act and the universally recognized norms of international law when preserving firmness of the principle of consensus as bases of functioning of OSCE.
