1. This Provision establishes procedure for import to the Russian Federation and export from the Russian Federation (further - import (export)) drugs, the psychotropic substances and their precursors (including separately packed up and the consolidated loads which are part, diagnostic, laboratory and other sets) deposited in the list of drugs, the psychotropic substances and their precursors which are subject to control in the Russian Federation, No. 681 approved by the order of the Government of the Russian Federation of June 30, 1998 (further - the list), when implementing foreign trade activity with state members of the Eurasian Economic Union.
2. Import (export) of drugs, the psychotropic substances entered in lists I and II of the list, and also precursors of the drugs and psychotropic substances (further - precursors) entered in the list I and the table I of the list IV of the list, in the presence of the corresponding license for drug trafficking, psychotropic substances and their precursors, cultivation of the narcocontaining plants is performed by federal state-funded educational institution of the higher education "Lomonosov Moscow State University" for use in the scientific, educational purposes and in expert activities and the state unitary enterprises.
Import (export) of the psychotropic substances entered in the list III of the list is performed by the legal entities having the corresponding license for drug trafficking, psychotropic substances and their precursors and also on cultivation of the narcocontaining plants.
