Requirements for ensuring physical protection of radiation sources, Items of storage, radioactive materials

This Regulations and rules on ensuring physical protection of radiation sources, Items of storage, radioactive materials (further - Requirements) are developed according to articles 6 and 21 of the Law of the Republic of Tajikistan "About radiation safety" and article 13 of the Law of the Republic of Tajikistan "About use of atomic energy", establish requirements to ensuring physical protection of radiation sources, Items of storage, radioactive materials.

In case of development of this Regulations and rules such documents are used: "Rules of ensuring radiation safety", recommendations of IAEA "Physical protection of nuclear material and nuclear installations" of INFCIRC/225/Rev.4.

1. General provisions

This Regulations and rules establish 1):

- the terms and determinations relating to physical protection of radiation sources, Items of storage and radioactive materials;

- purpose of physical protection of radiation sources, Items of storage and radioactive materials and requirement to ensuring physical protection of radiation sources, Items of storage and radioactive materials;

2) This Regulations and rules extend to ensuring physical protection of radiation sources, Items of storage and radioactive materials at all stages of their designing, construction, operation and conclusion from operation, and also in case of the treatment of radioactive materials.

3) This Regulations and rules do not extend to ensuring physical protection:

- the complexes which are not relating to nuclear installations, installations, devices, the equipment and products in which ionizing radiation is generated;

- the Items of storage intended for storage of nuclear materials, storages or burials radioactive waste containing nuclear materials which further use is not provided;

- the territories polluted by radionuclides;

- radio pharmaceutical medicines and sets of reagents for immunological researches;

- products, goods containing radionuclides on which there is sanitary and epidemiologic conclusion of bodies of Gossanepidnadzor that the doses of radiation created by them cannot exceed the values given in Item 1.4 of Regulations of radiation safety (NRB-06);

- radiation sources and radioactive materials in cases, if in case of their operation:

a) on workplace specific activity of radionuclide is less than minimum significant specific activity or activity of radionuclide in open radiation source less minimum significant activity given in the table of the appendix P-4 NRB-06, or the amount of the attitudes of activity of separate radionuclides towards their values given in the table, less than 1;

b) in the operating organization, at the company general activity of radionuclides in open radiation sources does not exceed more than by 10 times minimum significant activity or the amount of the attitudes of activity of separate radionuclides towards their values given in the table of the appendix P-4 NRB-06;

- nuclear materials, nuclear installations, radiation sources, radioactive materials and radioactive waste in case of their transportation;

- the nuclear materials, nuclear installations, radiation sources, Items of storage and radioactive materials which are under authority of the Ministry of Defence of RT.

4) the Operating organization, the organization, the company under which authority nuclear materials, nuclear installations, storage Items, and also radiation sources and radioactive materials are shall provide physical protection of radiation sources, Items of storage and radioactive materials which level is not lower than requirements of these Requirements.

2. Main terms

5) the Main terms which are used in this Regulations and rules:

- diversion - any deliberate action concerning the nuclear materials, nuclear installations, Items of storage, radiation sources, radioactive materials or vehicles transporting nuclear materials, nuclear installations, radiation sources and radioactive materials, radioactive waste capable to lead directly or indirectly to emergency and to create health hazard or lives of people as a result of impact of radiation or to lead to radioactive environmental pollution.

- the territories polluted by radionuclides - the territories (lands and reservoirs in industrial, sanitary protection zones and zones of observation) subjects to use of atomic energy at which there are radioactive materials at the quantity exceeding the minimum values established by federal regulations and rules of use of atomic energy, and capable to lead to radiation.

- the check-point (CP) - specially equipped place through which access according to access control is provided.

- the violator - the person who made or trying to make unauthorized action, and also person rendering him assistance in it.

- unauthorized action - making or attempt of making of diversion, plunder of nuclear materials, radiation sources, radioactive materials and radioactive waste, unauthorized access, bringing (transportation) of the forbidden objects, inactivation of means of system of physical protection.

- unauthorized access - penetration of persons who do not have access rights in the protected zones, buildings, constructions, rooms or in cargo sections of the vehicles transporting nuclear materials, radiation sources, radioactive materials and radioactive waste.

- the list of threats - the document in which potential opportunities of making of diversions concerning radiation sources, Items of storage and radioactive materials, and also plunders of radiation sources and (or) radioactive materials and radioactive waste are listed.

- the rule of two (three) persons - the principle of group work (including during the opening and delivery under protection of rooms) based on the requirement of simultaneous presence on one workplace or in one room at least two (three) people for decrease in possibility of unauthorized actions.

- storage Items (Items of storage of nuclear materials and radioactive materials, storages radioactive waste) - the stationary objects and constructions intended for storage of nuclear materials and radioactive materials, storage or burial of radioactive waste which are not relating to nuclear installations and radiation sources.

- radiation sources - the complexes which are not relating to nuclear installations, installations, devices, the equipment and products which contain radioactive materials or ionizing radiation is generated.

- radioactive materials - the substances which are not relating to nuclear materials emitting ionizing radiation.

- radioactive waste - nuclear materials and radioactive materials which further use is not provided.
