According to the subitem 7) of article 13 of the Law of the Republic of Kazakhstan of July 15, 2010 "About use of airspace of the Republic of Kazakhstan and activities of aircraft" the Government of the Republic of Kazakhstan DECIDES:
1. Approve the enclosed Rules of radio engineering ensuring flights and air radio communication in civil aviation.
2. Recognize invalid:
2) the order of the Government of the Republic of Kazakhstan of June 26, 2008 No. 614 "About introduction of amendments and changes in the order of the Government of the Republic of Kazakhstan of September 10, 2007 No. 785".
3. This resolution becomes effective after ten calendar days from the date of the first official publication.

1. Rules of radio engineering ensuring flights and air radio communication in civil aviation (further - Rules) determine procedure for radio engineering ensuring flights and air radio communication (further - RTOP and communications), servicing of air traffic (further - Department of Internal Affairs) for the purpose of safety and regularity of flights, take off and landing of aircrafts (further - AF), the basic principles of technical operation and repair aimed at providing reliability of functioning of objects of RTOP and communication.
2. Provisions of these rules are implemented and provided leading and the engineering personnel of services of operation of the radio engineering equipment and communication (further - ERTOS) in the organizations of civil aviation (further - the GA organization) using in the activities means of RTOP and the communications ensuring safety of flights of AF and productive activity of the GA organizations.
3. Ensuring functions on radio engineering ensuring flights of AF, aviation telecommunication and productive activity in the GA organizations is performed by services ERTOS, other divisions which activities are regulated by these rules.
4. Safety and regularity of flights of AF depends on equipment of the airports, airways, local aerial lines (further - MVL), reference services (Items) land means of RTOP and communication, technological level, extent of automation and reliability of functioning of these means and level of training of the specialists operating and using land means of RTOP and communication.
5. In these rules the following determinations are used:
1) the AFTN station - the station which is part of AFTN and operating with permission or under control of the state;
2) the GA organization - the legal entity performing activities in the field of civil aviation;
3) the subscriber (net surfer) of ERTOP and communication - the organization, service or the official having the appropriated index and networks of telecommunication using in the activities;
4) aviation air telecommunication - telecommunication between the onboard and aviation fixed stations or between onboard stations;
5) the aviation fixed station - the station of aviation land telecommunication;
6) air radio communication - the aviation air telecommunication and radio communication between the certain fixed Items intended mainly for safety of air navigation, and also regularity and efficiency of air traffics;
7) aviation telecommunication - telecommunication intended for any aviation purposes;
8) the station of aviation telecommunication - the station of aviation land and air telecommunication;
9) the channel of aviation telecommunication (transmission channel) - the set of technical devices and the circle of distribution of electric signals and radio signals providing information transfer from the sender to the receiver;
10) body of aviation telecommunication - the body responsible for operation of one or several stations of aviation telecommunication;
11) network of the aviation fixed telecommunication (further - AFTN) the world system of the aviation fixed telecommunication chains which is part of air land electric communication and providing exchange to messages and/or digital data between the aviation fixed stations with similar or compatible coherent characteristics;
12) running repair - the repair which is carried out for providing or maintenance of product and consisting in replacement and (or) recovery of separate parts;
13) exchange collection - permanent and systematically renewable product inventory, the nodes, blocks and devices beforehand serviced, repaired, checked which are established on objects (products) in case of maintenance or repair of the products, nodes, blocks and devices which are subject to check and repair;
14) the determining parameter (sign) - the parameter (sign) of object (product, the channel of telecommunication) used in case of control for determination of degree of product availability of object of control;
15) disaster - the condition in case of which there is serious and/or direct danger and is required the immediate help;
16) aeronautical information - information obtained as a result of collection, the analysis and data handling for the purposes of ensuring flights of aircrafts, servicing of air traffic and air traffic control;
17) coupling network - the communication system including all forward channels between two stations;
18) disruption of communication - lack of communication during period of time, important for operation;
19) other departments - the organizations which are not performing within the competence air traffic management and radio engineering ensuring flights and telecommunication in civil aviation;
20) the assigned resource - total operating time of product in case of which achievement application shall be to destination stopped;
21) gradual failure - the failure which is characterized by gradual change of values of one or several set product parameters;
22) the onboard station - the mobile station of aviation air telecommunication established onboard the aircraft;
23) damage - the event consisting in violation of serviceable condition of product when preserving operating state;
24) product - unit serially products intended for accomplishment of certain function;
25) the skeleton diagram of product - the scheme determining the main functional parts of product, their assignment and interrelation;
26) failure of product - the event consisting in violation of operability of product;
27) operating time - duration or amount of work of product measured in hours of raid, number of landings, number of cycles, operations, that is resource expense;
28) multiplicity of reserve - the relation of number of reserve elements of object to number of the basic elements of object reserved by them expressed by unreduced fraction;
29) general reservation - reservation in case of which the reserved element is object in general;
30) non-operational condition (defect) - condition of product in case of which it does not correspond at least to one of requirements of normative and technical and (or) design documentation;
31) operational maintenance - the periodic maintenance providing bystry accomplishment of the simple technological transactions established by the instruction (regulations) of maintenance on control and maintenance of operability of object (product, the channel of aviation telecommunication);
32) individual protection equipment - the means intended for protection one working;
33) not loaded reserve - reserve which contains one or several reserve elements which are in not loaded mode prior to accomplishment of functions of basic element by them;
34) the land radio radiating means - the land radio engineering means intended for transfer of radio frequencies and consisting of one or several sending devices or their combinations including the service equipment.
35) aviation land telecommunication - telecommunication between the certain fixed Items intended mainly for safety of air navigation, and also regularity, efficiency and profitability of air traffics;
36) planned repair - the repair performed according to requirements of the specifications and technical documentation;
37) serviceable condition (operability) - condition of product in case of which it conforms to all requirements of normative and technical and (or) design documentation;
38) maintainability - the property of product consisting in fitness to warning and detection of origins of failures, damages, to maintenance and recovery of operating state by carrying out maintenance and repairs;
39) the depersonalized repair method - method of repair in case of which belonging of the recovered components to certain copy of product does not remain;
40) operating state (working capacity) - condition of product in case of which values of all parameters characterizing capability to perform the set functions, conform to requirements of normative and technical and (or) design documentation;
41) disabled condition (nonserviceability) - the condition of product in case of which value at least of one parameter characterizing capability to perform the set functions, does not conform to requirements of normative and technical and (or) design documentation;
42) index - the assigned number to the subscriber of telephone exchange, index of the station of network of the aviation fixed telecommunication, signal in radio network;
43) dangerous production factor - production factor which impact on working in certain conditions leads to injury or other sudden sharp deterioration in health;
44) maintenance with periodic kontrolemtekhnichesky servicing in case of which control of technical condition is carried out with the frequency and amount established in the specifications and technical documentation (regulations) and the amount of other transactions is determined by technical condition of product at the time of the beginning of maintenance;
45) sudden failure - the failure which is characterized by intermittent change of values of one or several set product parameters;
46) board of the guaranteed power supply - the distributing device on which after failure of one power supply the electric power tension is recovered from other source through the guaranteed time;
47) mobile land station - the station of aviation telecommunication which is not the onboard station which is held for use during movement or stop in the Items which are not provided in advance;
48) the scheme of connection - the scheme showing external connections of product;
49) failure constructional - the failure which resulted from imperfection or violation of statutory rules and (or) regulations of designing;
50) service life - the calendar duration of operation of product from its beginning or renewal after repair before limiting condition;
51) the assigned service life - the calendar duration of operation of product in case of which achievement application shall be to destination stopped;
52) the device - the set of elements representing single construction (the block, payment, cabinet, the mechanism);
53) basic element - the element of structure of object necessary for accomplishment by object of the required functions in the absence of failures of its elements;
54) to NOTES - the notices sent by means of telecommunication and containing information on enforcement, condition or change of any aeronautical equipment, servicing and rules, or information on danger, timely warning of which is important for the personnel connected with accomplishment of flights;
55) failure of object (disruption of communication) - the event consisting in violation of operability of object (the channel of telecommunication), which led to the fact that object (the channel of telecommunication) cannot be used for ensuring accomplishment of certain function(s) during time of more admissible;
56) degree of product availability of object (product) - the technical condition characterized by compliance or mismatch of quality of object (product) to the technical requirements established by technical documentation on this object (product). Differentiate degrees of product availability: operability and defect, working capacity and nonserviceability;
57) operating control of operability of object (product, the channel of aviation telecommunication) - the control providing accomplishment of technologically simple checks of operability of object (product, the channel of telecommunication) in the course of its functioning;
58) allowed time of switching (transition) to reserve - time determined by operational documentation on product for which there is switching of means of RTOP and communication to reserve set or semi-set of the equipment, taking into account complete inclusion in work of means of RTOP and communication;
59) the facilitated reserve - reserve which contains one or several reserve elements which are in less loaded mode than basic element;
60) reservation by substitution - dynamic reservation in case of which functions of basic element are transferred reserve only after failure of basic element;
61) centralized electric utility service - electric utility service of consumers from power system;
62) measuring instrument - the technical tool intended for measurements and having the normalized metrological characteristics;
63) checking of measuring instruments - set of the transactions which are carried out by the public metrological service or other accredited legal entities for the purpose of determination and confirmation of conformity of measuring instrument to the established technical and metrological requirements;
64) remedy on production - means which application prevents or reduces impact by one or more working dangerous and (or) harmful production factors;
65) safety of production equipment - property of production equipment to save compliance to safety requirements in case of accomplishment of the set functions;
66) production sanitation - system of the organizational actions and technical means preventing or reducing impact on the working harmful production factors;
67) failure production - the failure which resulted from imperfection or violation of the established process of production or repair of the product which was carried out at the repair plant;
68) failure operational - the failure which resulted from violation of statutory rules and (or) service conditions of product;
69) operational documentation - the documentation regulating technical operation of product and containing operational constraints, procedures and recommendations;
70) the anticipatory admission of parameter - the range of change of parameter values in which according to operational or repair documentation operability of product when preserving its working capacity is broken;
71) maximum permissible parameter value - the greatest or smallest parameter value which shall have operable product;
72) the admission (upper, lower) parameter (further - the operational admission) - difference between upper (lower) maximum permissible and nominal parameter values;
73) the RTOP radiotelephone network and communications - group of radio aviation telephone terminals which work at frequencies of one family and listen to these frequencies, and also give each other certain help for ensuring the maximum reliability of bidirectional coupling and traffic "air - the earth";
74) scheduled operation (transaction) - work (transaction) provided by regulations of maintenance;
75) reservation - use of additional resources and (or) opportunities for the purpose of preserving operating state of object in case of failure of one or several of its elements;
76) reserve element - the object element intended for accomplishment of functions of basic element in case of refusal the last;
77) replaceable personnel of service ERTOS - the operational engineering personnel of service of operation of the radio engineering equipment and communication working according to the replaceable schedule, organizing work of duty shifts of objects of service ERTOS, exercising operating control and management of the automated and non-automated objects of RTOP and communication, and also providing interaction of service ERTOS with adjacent services;
78) reliability - property of product which depends on time during which it is capable to perform required functions in the set modes and conditions of use, maintenance, repairs, storages and transportations;
79) reliability indicator - the quantity characteristic of one or several properties making reliability of product;
80) scheme element - component of the scheme which performs certain function in product and cannot be divided into the parts having independent functional purpose (the resistor, the transformer, the pump, the coupling).
81) technical condition - set subject to change in use properties of product, characterized at a given time by the determining parameters (signs) set by technical documentation to this product;
82) control of technical condition - determination of technical condition;
83) repair on technical condition - repair in case of which control of technical condition is carried out with the frequency established in the specifications and technical documentation and I will eat around and the moment of the beginning of repair are determined by technical condition of product;
84) regulations of maintenance - the document establishing frequency and amount of maintenance of radio engineering product;
85) the maintenance (M) - complex of transactions (or transaction) on maintenance of working capacity or operability of product in case of proper use, storage and transportation.
