Methodical recommendations about sampling of gases hydrocarbon liquefied for expert research when carrying out customs control and customs clearance of goods

1 Introduction

Methodical recommendations are developed for ensuring single approach to procedure for sampling of gases of hydrocarbon liquefied.

1.1 Purpose of development of recommendations

Ensuring single approach concerning selection of representative (representative) tests of gases of the hydrocarbon laboratory researches liquefied for carrying out for the purpose of their identification and the subsequent classification according to UKTVED.

3. Terms and determinations

3.1 The Liquefied Oil Gases (LOG) - gases which can be stored and (or) with which it is possible to work in liquid phase on condition of moderate pressure in case of ambient temperature. They are constituted from propane, propylene, buds and butylene with insignificant share of ethane, ethylene and (or) pentanes and pentene. Usually they are called on the prevailing hydrocarbon, for example: commodity butane or commodity propane (1).

3.2 Test - the quantity of not piece good which is selected from batch which is researched, identical to structure and signs of batch.

3.3 The operator - the official who services the gas equipment watches its work and/or has the sampling right. The operator shall know: requirements of safety rules of gas supply systems of Ukraine for amount of works which are fulfilled; design features and rules of adjustment of the serviced equipment; methods of check and debugging in operation of the equipment. With the increased danger workers are allowed to performance of works after preliminary special training, examination and instructing in questions of labor protection according to requirements of the state and industry regulations for labor protection.

Works which are performed in the gas-polluted circle or during which the gas leakage is possible (2) are considered as gas dangerous.

4. Essence of method

The made methodical recommendations determine the recommended DSTU 4056-2001 "Gases hydrocarbon liquefied. Sampling methods" procedure for sampling of the gases hydrocarbon liquefied which are under the excessive pressure of own vapors in containers (samplers) and establish sampling methods from stationary reservoirs (cylinder, spherical), cistern cars, cylinders, pipelines during transfer of gases in hermetic metal sampler by purge its liquefied gas (product), and also method of sampling of not cooled liquefied oil (hydrocarbon) gases (propane, butane or mixes from them).

The essence of method consists in use of method of sampling of the hydrocarbon liquefied gases in the normalized quantity, through the probootborny line from source (stationary reservoir, the cistern car, cylinder or the pipeline) in the net, hermetic, completed, maintaining MPa 4,9 pressure, samplers for determination of hydrocarbon structure of product and microimpurity.

5. Safety requirements

5.1 When sampling it is necessary to carry out actions for labor protection in the course of work with the hydrocarbon liquefied gases and reservoirs working under pressure and also governed on safe engineering (1, 2, 3).

5.2 Sampling is made in special clothes and footwear which are made of the materials which are not accumulating static electricity. To avoid contact of the liquefied gases with skin, it is necessary to use gloves and goggles, to prevent steam inhalation (4, 5, 6, 8, 9, 10).

5.3 Before the beginning and during sampling equipment, and also all equipment and communications, shall be protected from static electricity (are grounded). During purge and dumping of part of test it is necessary to provide actions for safe engineering for protection against vapors of liquid which is dumped (11, 12).

5.4 In places of sampling lamps in explosion-proof accomplishment shall be established.

5.5 The room and platforms where tests are selected, shall be equipped with emergency firefighting equipment.

In case of ignition use powder, airfoam and carbon dioxide fire extinguishing means (13).
