About functioning of languages in the territory of the Republic of Moldova

Fixing with the Constitution (Fundamental law) of the Moldavian Soviet Socialist Republic of the status of the Moldavian language as state is intended to promote achievement of completeness of sovereignty of the republic and creation of necessary guarantees for its full and comprehensive realization in all spheres of political, economic, social and cultural life. The Moldavian SSR supports education and satisfaction of the cultural requirements in the native language by the Moldavians living outside the republic, and taking into account reality of the Moldavian-Romanian language identity - and the Romanians living in the territory of the USSR.

Giving to the Moldavian language the status state, the Moldavian SSR provides protection of constitutional rights and freedoms of the citizens of any nationality living in the territory of the Moldavian SSR, irrespective of the used language in the conditions of equality of all citizens before the Law.

For the purpose of the state protection and ensuring development of Gagauz the Moldavian SSR creates necessary guarantees for consecutive expansion of its social functions.

The Moldavian SSR provides in the territory conditions for use and development of Russian as language of international communication in the USSR, and also languages of the population of other nationalities living in the republic.

Chapter I. General provisions

Article 1. According to the Constitution (Fundamental law) of the Moldavian SSR state language of the Moldavian SSR is the Moldavian language functioning on the basis of Latin graphics.

The Moldavian language as state is applied in all spheres of political, economic, social and cultural life and carries out with respect thereto in the territory of the republic function of language of international communication.

The Moldavian SSR guarantees to all inhabitants of the republic free training to state language at the level necessary for accomplishment of service duties.

Article 2. In areas of accommodation of the majority of the population of the Gagauz nationality language of official spheres of life is the state, Gagauz or Russian languages.

Article 3. Russian as language of international communication in the USSR is used in the territory of the republic along with the Moldavian language as language of international communication that provides implementation of the real national-Russian and Russian-national bilingualism.

Article 4. The Moldavian SSR guarantees use of Ukrainian, Russian, Bulgarian, Hebrew, Yiddish, Gipsy languages, languages of other ethnic groups living in the territory of the republic for satisfaction of national and cultural requirements.

Article 5. This Law does not regulate the use of languages in the interpersonal relations, in productive activity of rail and air transport (except for services industries of passengers).

Chapter II. The rights and the citizen's guarantees in the choice of language

Article 6. In the relations with public authorities, public administration and public organizations, and also with the companies, organizations and the organizations located in the territory of the Moldavian SSR, language of oral and written communication - Moldavian or Russian - the citizen chooses. In areas with the population of the Gagauz nationality the citizen's right about the called relations to use also Gagauz is guaranteed.

In areas where the majority makes the population of the Ukrainian, Russian, Bulgarian or other nationality, for communication native or other acceptable language is used.

Article 7. For leading employees, employees of public authorities, public administration and public organizations, and also for employees of the companies, organizations and the organizations as obliges communicating with citizens (health care, national education, culture, mass media, transport, communication, trade, services industry, housing and communal services, law enforcement agencies, rescue service, etc.), irrespective of national identity, for the purpose of providing the right of the citizen at choice of language requirements of part of ownership Moldavian, Russian, and in areas with the population of the Gagauz nationality - and Gagauz languages at the level of communication, sufficient for accomplishment of labor, service and job responsibilities are established. The amount and level of language skills are determined according to the procedure, established by Council of Ministers of the Moldavian SSR according to the current legislation.

Article 8. At the congresses held in the Moldavian SSR, sessions, plenums, conferences, meetings, meetings and other actions the choice of language by their participants is not limited.

Chapter III. Language in public authorities, public administration and public organizations, at the companies, in organizations and the organizations

Article 9. Working language in public authorities, public administration and public organizations is the state language entered step by step. At the same time the translation into Russian is provided.

Clerical work language in public authorities, public administration and public organizations is the state language. If necessary documents are translated into Russian.

In areas with the population of the Gagauz nationality working language and language of clerical work in public authorities, public administration and public organizations is the state, Gagauz or Russian languages.

Language of actions and clerical works in public authorities, public administration and public organizations in areas where the majority makes the population of the Ukrainian, Russian, Bulgarian or other nationality, is the state, native or other acceptable language.

Article 10. Acts of public authorities, public administration and public organizations are constituted and accepted in state language with the subsequent translation into Russian, in areas with the population of the Gagauz nationality - on state, Gagauz or Russian with the subsequent translation.

Acts of local authorities of the government, public administration and public organizations in the territory where the majority makes the population of the Ukrainian, Russian, Bulgarian or other nationality, can be accepted in native or other acceptable language with the subsequent translation into state language.

Article 11. In case of the written appeal of public authorities, public administration and public organizations to the citizen it is used Moldavian or Russian, in areas with the population of the Gagauz nationality - Moldavian, Gagauz or Russian. In case of issue of documents either Russian or the Moldavian and Russian languages, in areas with the population of the Gagauz nationality - Moldavian, Gagauz either Russian or the Moldavian, Gagauz and Russian languages are used at the choice of the citizen Moldavian.
