1. Approve the Instruction about procedure for evaluating knowledge of workers of job seekers of special permissions (licenses) (licensees) intending to perform (performing) security activities it (is applied).

The instruction about procedure for evaluating knowledge of workers of job seekers of special permissions (licenses) (licensees) intending to perform (performing) security activities

1. This Instruction determines procedure for evaluating knowledge of workers of job seekers of special permissions (licenses) (licensees) intending to perform (performing) security activities.

2. In this Instruction terms and their determinations in values, stipulated in Item 2 Provisions on licensing of separate types of activity, by article 1 of the Law of the Republic of Belarus of November 8, 2006 No. 175-Z "About security activities in the Republic of Belarus", and also the following terms and their determinations are used:

workers are employees of the organizations, being the job seekers of licenses (licensees) intending to perform (performing) security activities for whom work at the license applicant (licensee) is principle place of employment and qualified, necessary according to the legislation for implementation of the licensed activities;

assessment of knowledge – the method of check of theoretical knowledge of workers consisting in their testing (written or with use of the computer program) which is carried out by the commission on assessment of knowledge of workers of job seekers of licenses (licensees) intending to perform (performing) security activities, Department of protection of the Ministry of Internal Affairs (further – the commission on assessment of knowledge of Department of protection) and (or) regional, Minsk city managements, departments (departments) in areas, the cities, areas in the cities, other settlements of Department of protection of the Ministry of Internal Affairs (further – the commissions on assessment of knowledge of divisions of protection).

3. The staff of the commission on assessment of knowledge of Department of protection is created of number of persons employed (faces of civil personnel) of the office of Department of protection of the Ministry of Internal Affairs (further – Department of protection) and affirms the head of the department of protection.

The list of subjects for assessment of knowledge is prepared by authorized officers of Department of protection based on regulatory legal acts, including requirements of the technical regulatory legal acts, obligatory for observance, containing requirements to implementation of security activities (the works and (or) services constituting security activities) and affirms the head of the department of protection.

The list of subjects for assessment of knowledge is updated by authorized officers of Department of protection in process of change of the legislation, and also in other cases in need of amendment (change) of the specified list.

7. Tests and versions of the correct answers to the questions containing in tests are developed by the commission on the basis of the list of subjects for assessment of knowledge. The quantity of questions in tests cannot exceed twenty.

10. If the worker cannot be in due time for assessment of knowledge, the head of the license applicant (licensee) shall report before commission session about it in writing with indication of the reason of absence of the worker and if necessary submit supporting documents.

11. If the commission recognizes valid the reason of absence of the worker for assessment of knowledge, this worker can be allowed on the next assessment of knowledge.

12. In case of absence of the worker without valid excuse for assessment of knowledge or non-presentation by the head of the license applicant (licensee) of the documents confirming respectfulness of the reasons of absence, the worker is considered not passed assessment of knowledge.

13. The commission informs the tested workers procedure for filling of tests.

14. Workers receive tests. After 30 minutes allotted for conducting testing, workers shall pass tests, having signed them. The workers who violated these requirements are considered not passed assessment of knowledge.

15. When evaluating knowledge before its completion the worker has the right to make changes in the answers, certifying each of them the signature in the column "Answer".
