1.1. The purpose of Single methodology of customs statistics of foreign trade and statistics of mutual trade of state members of the Customs union (further - Methodology) is determination of procedure for forming, maintaining and distribution of customs statistics of foreign trade of the state members of the Customs union with the third countries and statistics of mutual trade between state members of the Customs union meeting requirements of bodies of legislative and executive power, other users including the international economic organizations.
1.2. In Methodology the basic rules of accounting of data on foreign and mutual trade of state members of the Customs union are stated.
1.3. The methodology is developed according to the provisions containing in the official publication of Statistical division of Department on economic and social problems of United Nations secretariat "Statistics of international trade in goods: concepts and determinations" (1998), by provisions of the Customs Code of the Customs Union, Agreement on maintaining customs statistics of foreign and mutual trade in goods of the Customs union of January 25, 2008 it is also staticized according to the provisions containing in the official publication of Statistical division of Department on economic and social problems of United Nations secretariat "Statistics of international trade in goods: concepts and determinations, 2010".
1.4. The customs statistics of foreign trade and statistics of mutual trade consider trade in goods.
1.5. The customs statistics of foreign trade and statistics of mutual trade are designed to provide complete and reliable accounting of the following tasks this about foreign and mutual trade in goods for the purpose of the decision:
1) analysis of the main tendencies, structure and dynamics of the foreign trade flows;
2) analysis of results of application of measures of tariff and non-tariff regulation of foreign economic activity;
3) developments and decision makings in the field of foreign trade policy;
4) control of receipt of customs payments in budgets of state members of the Customs union;
5) developments of paying balance and system of national accounts;
6) forecasting of macroeconomic indicators;
7) calculation of indexes of physical amount, average prices and cost amount;
8) assistance to development of foreign economic activity, to expansion of the foreign trade bonds.
In this Methodology terms of the Customs Code of the Customs Union, and also the main terms having the following values are used:
2.1. "foreign trade of the Customs union" - trade of gosudarstvchlen of the Customs union with the third countries;
2.2 "mutual trade of the Customs union" - trade between state members of the Customs union;
2.3. "the statistical territory" - the territory of state member of the Customs union concerning which collection of statistical data is performed.
2.4. "commodity import" - import to the territory of state member of the Customs union of goods which are added to inventories of material resources of state member of the Customs union;
2.5. "commodity export" - export from the territory of state member of the Customs union of goods which reduce inventories of material resources of state member of the Customs union;
2.6. "authorized bodies of state members of the Customs union" - state bodies of state members of the Customs union to which functions on maintaining and provision in the Eurasian economic commission and each other data of customs statistics of foreign trade and statistics of mutual trade are assigned.
3.1. Basic data when forming customs statistics of foreign trade are the data containing in declarations on goods and other documents provided to customs authorities. Authorized bodies of state members of the Customs union for the purpose of forming of customs statistics of foreign trade can use other sources of information.
In customs statistics of foreign trade accounting of import and export in case of water, rail, motor, airborne transportations when declaring goods is conducted on the date of issue of goods which is put down in the declaration on goods.
Accounting of import and the commodity export moved with pipeline transport (oil, gas and others) and on power lines, is performed taking into account features of their transportation and declaring according to the procedure established by the customs legislation of the Customs union and (or) international treaties of gosudarstvachlen of the Customs union.
3.2. Basic data when forming statistics of mutual trade are the data containing in the documents provided by participants of foreign economic activity in authorized bodies of state members of the Customs union in case of mutual trade.
Authorized bodies of state members of the Customs union for the purpose of forming of statistics of mutual trade can use other sources of information.
