About the Strategy of the international youth cooperation of the State Parties of the Commonwealth of Independent States for the period till 2020

Council of heads of states of the Commonwealth of Independent States solved:

1. Approve the Strategy of the international youth cooperation of the State Parties of the Commonwealth of Independent States for the period till 2020 it (is applied).

2. Charge to Council for cases of youth of the State Parties of the Commonwealth of Independent States together with other bodies of industry cooperation of the CIS in the humanitarian sphere to develop and submit for consideration of Council of Heads of Government of the Commonwealth of Independent States the draft of the Actions plan on strategy implementation of the international youth cooperation of gosudarstvuchastnik of the Commonwealth of Independent States.

The strategy of the international youth cooperation of the State Parties of the Commonwealth of Independent States for the period till 2020

Section I. General provisions

The strategy of the international youth cooperation of the State Parties of the Commonwealth of Independent States for the period till 2020 (further - Strategy) represents set of the approved approaches of the State Parties of the CIS to main objectives, tasks, the principles, the directions, forms and development mechanisms of youth bonds on space of the CIS.

Strategy is developed for the period till 2020.

This Strategy determines conceptual bases of development of the international youth cooperation in the Commonwealth of Independent States.

Strategy is based on the main international documents and documents of the CIS on youth subject. Among them: The World Programme of Action concerning youth till 2000 and on subsequent period (1995), the Lisbon declaration on youth policy and programs (1998), the Agreement of the State Parties of the Commonwealth of Independent States on cooperation in the field of work with youth (2005), the Agreement on humanitarian cooperation of the State Parties of the Commonwealth of Independent States (2005), the Concept of further development of the Commonwealth of Independent States (2007).

Idea that the youth cooperation is the most important factor of ensuring sustainable, effective social and economic development and scientific and technical progress of the State Parties of the CIS and the Commonwealth in general, preserving and deepenings of friendship between the State Parties of the CIS, increase in their competitiveness in the conditions of globalization, one of the most perspective forms of integration partnership is the cornerstone of this Strategy.

At the same time the specific needs, interests and problems of youth arising, in particular, in connection with large-scale migration flows, youth mobility, insufficient knowledge youth of culture, history, traditions and modern achievements of the people of the State Parties of the CIS, need of ensuring access of youth to cultural heritage of the people of the State Parties of the CIS, manifestation at part of youth of moral nihilism and extremist moods are taken into account.

In case of development of Strategy were considered:

the national legal system in the spheres concerning youth;

recommendations of different public forums, including forums of the creative and scientific intellectuals of the State Parties of the CIS;

experience of carrying out Year of youth in the CIS in 2009, and also similar thematic actions in a number of the State Parties of the CIS;

specific interests of different groups of youth: students, rural and young workers, young specialists and scientists, teachers and athletes; youth public associations and organizations, etc.

Section II. Purposes and tasks of Strategy

Chapter 1

1. Main objectives

Main objectives of the international youth cooperation in the Commonwealth are disclosure of creative, educational, social and spiritual and moral potential of the younger generation, strengthening of friendship, mutual understanding and interaction of the people of the State Parties of the CIS, and also maintenance of integration processes to the CIS, assistance of consolidation of general humanitarian, economic and sociocultural space on the basis of experience of cooperation of the State Parties of the CIS in different areas of humanitarian activities.

2. Main objectives

The main objectives of the international youth cooperation are:

education of youth in the spirit of general humanistic values of the people of the State Parties of the CIS, tolerance, friendship and neighborliness, culture of the world, interethnic and interfaith concord, respect for culture, languages, history and to traditions of other people;

forming at youth of active living position, involvement of youth in public, political, social and economic life of the countries and interstate cooperation;

promotion of creative innovative activity of youth in different spheres, its participations in creation of modern technologies;

creation of effective model of interaction of nurseries and youth public associations and organizations of the State Parties of the CIS;

forming at youth of skills of healthy lifestyle, ecological consciousness and positive social motives;

forming of bases of legal, organizational, resource, information and other support of youth for participation in interstate cultural, scientific, educational, intellectual and sports programs;

involvement of youth in activities for preserving and enhancement of cultural heritage of the people of the State Parties of the CIS;

ensuring mobility of youth and its involvement into international cooperation.
