1. Approve the Concept of military cooperation of the State Parties of the Commonwealth of Independent States till 2015 it (is applied).

I. General provisions

The concept of military cooperation of the State Parties of the Commonwealth of Independent States till 2015 (further - the Concept) represents system of the approved views of the State Parties of the CIS of the purposes, tasks, the principles, the main areas, forms and methods of development of military cooperation on multilateral basis, and also the mechanism of its implementation.

This Concept is logical continuation of the Concept of military cooperation of the State Parties of the Commonwealth of Independent States till 2010 and is aimed at further enhancement of multilateral military cooperation of the State Parties of the CIS for the medium term. In the document basic provisions of the Concept of further development of the Commonwealth of Independent States approved by the Decision of Council of heads of states of the Commonwealth of Independent States of October 5, 2007 on preserving and strengthening by the State Parties of the CIS the available directions of military and military and technical cooperation, and also need of development of the new perspective directions of interaction of the State Parties of the CIS for the military sphere gained development.

II. Purposes and tasks of military cooperation

determination of joint priorities in the field of ensuring military safety and military cooperation;

implementation of the international agreements on strengthening of military safety;

enhancement of the regulatory legal base of military cooperation and increase in efficiency of its realization;

coordination of activities for the benefit of development of system of multilateral military cooperation;

enhancement of military and technical cooperation of the State Parties of the CIS;

creation and development of the joint (joint) systems of interaction in the military sphere (The integrated air defense system of the State Parties of the CIS (further - air defense OS), the Joint (integrated) communication system of armed forces of the State Parties of the CIS (further - communication OS), the Integrated control system and assessment of radiation, chemical and biological situation of the Ministries of Defence of the State Parties of the CIS (further - RHBO OS), the Single system of the state radar identification "Password" (further - the EU GRLO "Password") and others);

coordination of line items concerning nonproliferation and means of its delivery, strengthening of national systems of export control;

joint prevention and settlement of armed conflicts, development of peacekeeping activities;

coordination of efforts in counteraction to the international terrorism and other modern challenges and threats of military nature;

ensuring social and legal security of the military personnel, the citizens discharged from military service and members of their families;

development of humanitarian aspect of military cooperation, development and accomplishment of joint programs in this area;

establishing contacts and cooperation with the regional organizations and integration associations;

search and realization of the new directions of military cooperation.

III. Basic principles of development of military cooperation

Development of military cooperation of the State Parties of the CIS during the period till 2015 is performed on the basis of the principles:

respect of sovereignty of the State Parties of the CIS and strict observance of their national legal system, principles and rules of international law;

equality of partnership and accounting of interests of each other;

enforcements of trust in the military sphere, coordination of efforts in observance of the international agreements in questions of disarmament and arms control according to changes of geostrategic situation;

recognitions of the raznourovnevy and raznoformatny military integration considering specifics of national interests;

coordination of line items in the solution of questions of reducing and arms limitation, nonproliferation and technologies of its production;

coordination of efforts in fight against the international terrorism and other manifestations of extremism;

assistance to the State Parties of the CIS in case of project development of national legal acts in the field of fight against the international terrorism;

joint prevention and settlement of the conflicts;
