Approve the enclosed Regulations on requirements imposed to collection, processing, systematization, the analysis and use of these energy passports constituted by results of obligatory and voluntary energy inspections.

Regulations on requirements imposed to collection, processing, systematization, the analysis and use of these energy passports constituted by results of obligatory and voluntary energy inspections

1. Data collection, containing in the energy passports constituted by results of obligatory energy inspections is performed by the Ministry of Economic Development of the Russian Federation on the basis of properly verified copies of the energy passports represented in accordance with the established procedure by self-regulatory organizations in the field of energy inspection on paper with appendix of these documents on the electronic medium (optical disk) or in electronic form on telecommunication channels in electronic form in the Portable Document Format (PDF) format and in the form of the structured electronic document in the Extensible Markup Language format (XML).

2. Data collection, containing in the energy passports constituted by results of voluntary energy inspections is performed by the Ministry of Economic Development of the Russian Federation by sending an inquiry to self-regulatory organization in the field of energy inspection. The request includes the list of information according to the Federal Law "About Energy Saving and about Increase in Energy Efficiency and about Modification of Separate Legal Acts of the Russian Federation" and forms of its provision. Self-regulatory organizations represent reply to the request in electronic form in the Portable Document Format (PDF) format and in the form of the structured electronic document in the Extensible Markup Language format (XML).

Self-regulatory organizations in the field of energy inspection send to the Ministry of Economic Development of the Russian Federation data of the energy passports constituted by results of voluntary energy inspections within 15 days from the date of receipt of request from the Ministry of Economic Development of the Russian Federation.

3. The paper documents submitted according to this Provision shall be signed by the head (authorized person) of self-regulatory organization in the field of energy inspection and are under seal.

In case of data presentation on telecommunication channels the electronic document shall be certified of electronic form by the digital signature (in the presence) the leader (authorized person) of self-regulatory organization in the field of energy inspection.

4. Ministry of Economic Development of the Russian Federation:

a) performs registration of copies of the energy passports constituted by results of obligatory energy inspections, and these energy passports constituted by results of voluntary energy inspections;

b) analyzes the provided copies of the energy passports constituted by results of obligatory energy inspections and data of the energy passports constituted by results of voluntary energy inspections of compliance to the requirements to the energy passport established by the legislation of the Russian Federation on energy saving and increase in energy efficiency;

c) creates electronic base of copies of the energy passports constituted by results of obligatory energy inspections, and these energy passports constituted by results of voluntary energy inspections ensures its safety.

5. Registration and processing of copies of the energy passports constituted by results of obligatory energy inspections and these energy passports constituted by results of voluntary energy inspections are performed in process of their receipt.

6. When processing copies of the energy passports constituted by results of obligatory energy inspections, and these energy passports constituted by results of voluntary energy inspections compliance of the name of indicators and units of measure to requirements imposed to the energy passport is checked.

7. In case of the direction of copies of the energy passports constituted by results of obligatory energy inspections, and these energy passports constituted by results of voluntary energy inspections with violation of the requirements established by this Provision or discrepancy of data of the energy passport to requirements of the legislation of the Russian Federation on energy saving and increase in energy efficiency the Ministry of Economic Development of the Russian Federation has the right to return the submitted documents for elimination of the revealed violations.

8. During processing of copies of the energy passports constituted by results of obligatory energy inspections, and these energy passports constituted by results of voluntary energy inspections are created:

the list of the organizations concerning which obligatory energy examinations are conducted;

the list of the organizations, individual entrepreneurs, products, engineering procedures concerning which voluntary energy examinations are conducted.

9. Data of energy passports are systematized and analyzed on the following indicators:

a) equipment metering devices of the used energy resources;

b) amount of the used energy resource and its change;

c) energy efficiency;

d) the size of losses of the transferred energy resources;

e) energy saving potential and assessment of possible economy of energy resources;

e) list of standard actions for energy saving and increase in energy efficiency;

g) use of secondary energy resources, alternative (local) types of fuel and renewable energy resources;

h) consumption of energy resources main technology complexes;

i) use of electrical energy on the lighting purpose;

j) thermal characteristic of buildings, structures, constructions.

10. Data of energy passports are systematized and analyzed on each of the indicators specified in Item 9 of this provision on the following line items:

a) the public authorities of the Russian Federation, local government bodies given the rights to legal entities;

b) the organizations with participation of the state or municipalities;

c) the organizations performing regulated types of activity;

d) the organizations which total costs on consumption of natural gas, diesel and other fuel, fuel oil, heat energy, coal, electrical energy exceed 10 million rubles for calendar year;

e) the organizations performing production and (or) transportation of water;
