About approval of regulatory legal acts concerning functioning of the digital signature in bank system of Ukraine

According to Item 7 of article 7 of the Law of Ukraine "About the National Bank of Ukraine", parts seven of Article 5 and part two of article 10 of the Law of Ukraine "About the digital signature", for the purpose of forming of infrastructure of open keys of bank system of Ukraine and providing conditions for functioning of the digital signature in bank system of Ukraine the Board of the National Bank of Ukraine DECIDES:

1. Approve:

Paragraph two of ceased to be valid;

Paragraph third ceased to be valid;

Rules of execution of Regulations of work of the centers of certification of keys of banks of Ukraine (are attached).

2. To department of informatization (A.S. Savchenko): report the centers of certification of keys of banks of Ukraine content of the Regulations on the centers of certification of keys of banks of Ukraine, the Rule of registration, assurance of action of open key and accreditation of the centers of certification of keys of banks of Ukraine in certification center of the National Bank of Ukraine, Rules of execution of Regulations of work of the centers of certification of keys of banks of Ukraine;

develop the list of the services provided by certification center of the National Bank of Ukraine, procedure obligatory transfers of documentary information in the Certifying center of the National Bank of Ukraine in case of the termination of activities of the center of certification of keys of bank of Ukraine, Approximate regulations of work of the centers of certification of keys of banks of Ukraine.

3. To financial department (O. M. Kandybk) to develop rates for the services provided by certification center of the National Bank of Ukraine.

4. To impose control over the implementation of this resolution on the vice-chairman of the National Bank of Ukraine P. M. Senishcha.

5. This resolution becomes effective from the date of its official publication.

Rules of execution of Regulations of work of the centers of certification of keys of banks of Ukraine

1. General provisions

1.1. These rules parts seven of Article 5 and part two of article 10 of the Law of Ukraine "About the digital signature" are developed according to Item 7 of article 7 of the Law of Ukraine "About the National Bank of Ukraine".

1.2. In these Rules terms are used in the following value:

the responsible person of the center of certification of keys (further - the Center) the employee of the bank/center which functional obligations is accomplishment of administrative, technical and technological functions of the Center;

support services of the Center - service of determination of the status of the certificate of open key (further - the certificate of key) in real time and service of fixation of time;

the applicant - the authorized representative of subscriber in the Center which on legal causes addresses to the Center for the purpose of the organization and carrying out registration and certification of action of open key of subscriber in the Center in accordance with the established procedure, and also blockings, cancellations, renewals of certificates of keys of subscriber, change of details of subscriber;

information resource of the Center - public part of the database in which store information used in work of the Center and the subscribers interacting with it. Access to information resource of the Center is free and is provided through telecommunication networks public;

keys of the Center - own cryptographic keys of the Center (personal and open) and cryptographic keys of support services of the Center (personal and open);

registration of subscriber - the procedure of entering of registration data of subscriber into the register of the Center;

the certificate revocation list of keys (further - the certificate revocation list) - the list of the blocked and cancelled certificates of keys;

the status of the certificate of key - one of possible conditions of the certificate of key (acting / blocked/cancelled).

Other terms in these Rules are applied in the values given in the Law of Ukraine "About the digital signature".

1.3. In these Rules the main requirements to structure and contents of Regulations of work of the Centers are noted.

1.4. The example of execution of Regulations of work of the Center - Approximate regulations of work of the Center affirms the resolution of Board of the National Bank of Ukraine.

1.5. The center shall develop the Regulations of work taking into account Approximate regulations of work of the Centers. Together with it each Center shall consider specifics of the activities, noting the architecture of software and hardware complex and condition of activities in the course of provision of services of the digital signature.
