According to part three of Item 175 of the Regulations on licensing of separate types of activity approved by the Presidential decree of the Republic of Belarus of September 1, 2010 No. 450 "About licensing of separate types of activity" the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve the enclosed list pozharo-and explosive productions and objects with mass stay of people whose exploitation is subject to licensing.

2. This resolution becomes effective since January 1, 2011.

The list pozharo-and explosive productions and objects with mass stay of people whose exploitation is subject to licensing

1. Pozharo-and explosive productions:

1.1. woodworking and pulp-and-paper with area of production room more than 500 sq.m;

1.2. gas-distributing with a productivity more than 50 million cubic meters in days;

1.3. oil pumping with a productivity more than 20 thousand tons per day;

1.4. oil processing with a productivity more than 15 thousand tons per day;

1.5. chemical fibers with production volume more than 100 tons per day;

1.6. paint and varnish products on combustible basis with production volume more than 20 tons per day;

1.7. warehouses of oil, oil products with a total capacity over 20 000 cubic meters;

1.8. power plants and combined heat and power plants with installed capacity more than 100 MW;

1.9. with storage of grain crops and products of their conversion in elevators with a capacity over 15 thousand tons;

1.10. sugar with production volume more than 1 thousand tons per day.

2. The objects incorporating buildings and (or) constructions with the isolated room in which according to its appointment or on the project there can be at the same time more than 800 people:

2.1. hospitals, hospital, medical hospitals, maternity hospitals;

2.2. the rehabilitation centers, the centers performing scientific activities in the field of health care;

2.3. sanatoria, dispensary, rest houses;

2.4. concert halls;

2.5. theaters, amphitheaters, movie theaters;

2.6. Recreation centers;

2.7. libraries;

2.8. sports (entertaining) palaces, centers;

2.9. buildings and (or) constructions which are used for placement of organizations of education, state bodies, the scientific and project organizations;

2.10. markets;

2.11. shopping centers and shops;

2.12. hotels;

2.13. entertainment and leisure complexes;

2.14. airports and railway stations;

2.15. teleradio centers;

2.16. multipurpose buildings and constructions.

Note. Special permission (license) is issued to legal entities, in property (economic maintaining, operational management) of which there are objects with mass stay of people specified in Item 2 of this list.

In case of transfer of such objects to operation to other legal entity based on the civil agreement (lease, free use and others) with assignment of obligation on ensuring fire safety of object special permission (license) is issued to the legal entity operating this object.
