About approval of the Regulations on single management information system in emergency and crisis situations in the Kyrgyz Republic

For the purpose of creation and functioning of single management information system in emergency and crisis situations the Government of the Kyrgyz Republic decides:

1. Approve the enclosed Regulations on single management information system in emergency and crisis situations in the Kyrgyz Republic.

2. To the ministry of emergency situations of the Kyrgyz Republic together with the Ministry of Finance of the Kyrgyz Republic to organize work on attraction of technical assistance from the international financial institutions for development of single management information system in emergency and crisis situations in the Kyrgyz Republic.

3. This resolution becomes effective from the date of official publication.

Regulations on single management information system in emergency and crisis situations in the Kyrgyz Republic

1. General provisions

1. This Provision determines procedure for the organization and functioning of single is information - managing system in emergency and crisis situations in the Kyrgyz Republic (further - single management information system).

2. The single management information system is intended for automation of activities of governing bodies of the State system of Civil protection (further - GSGZ); increases in efficiency, reliability, justification and quality of acceptance of management decisions concerning Civil protection on the basis of integration

information resources; broad and comprehensive automation of processes of management of forces and means of GSGZ; bringing management decisions and signals of the early notification to governing bodies and the population about emergency and crisis situations.

3. The single management information system represents organizational and technical consolidation of forces and means of communication, notifications, networks of broadcasting, channels of communication network public and departmental communication networks providing accomplishment of the main objectives of system.

4. The main task of single management information system is ensuring close interaction of republican executive bodies, local public administrations, local government bodies and organizations in implementation of activities in emergency and crisis situations.

2. Management of management information system

The common directorship and coordination of activities of single management information system is performed by the Prime Minister - the chief of Civil protection of the Kyrgyz Republic by means of bodies of daily management and will be organized by the territorial and production principle, with involvement of republican executive bodies, local public administrations, local government bodies and organizations in the territory of which there was emergency situation.

In daily activities the management of single management information system is assigned to the minister of emergency situations of the Kyrgyz Republic - the First deputy chief of Civil protection of the Kyrgyz Republic.

The management of single management information system in executive bodies, the organizations and services is performed by their heads who are on position chiefs of Civil protection of the specified bodies and the organizations.

The management of single management information system in the territory of areas, areas, the cities and ailny districts is performed by heads of local public administrations, heads of local government bodies, being on position chiefs of Civil protection of the territories.

Heads of single management information system of all levels bear the personal responsibility for the high-quality organization of management of activities of GSGZ and implementation of actions of Civil protection in the corresponding territories, in industries and on objects.

3. Governing bodies of single management information system

6. Bodies of daily management of single management information system are:

- at the republican level - Crisis Management Centre of the Ministry of emergency situations of the Kyrgyz Republic (further - the Ministry of Emergency Situations of the KR);

- at the territorial levels - control centers in crisis situations of regional departments of the Ministry of Emergency Measures of the KR and the relevant dispatching services.

7. Activities of governing bodies of single management information system depending on situation are performed on the stationary or mobile control centers equipped by modern information and telecommunication controls, notifications and the life support supported in

condition of permanent readiness for use.

8. The Crisis Management Centre of the Ministry of Emergency Situations of the KR created on the basis of innovative information technologies provides the solution of the following complex of tasks:

1) in the field of the prevention of emergency situations:

- timely analysis, monitoring and modeling of emergency situations of natural and technogenic nature;

- monitoring and short-term forecasting of seismic situation, objects of toxic and radioactive waste, transboundary water resources, including cross-border nature and breaks of mountain lakes;

- creation of the united banks of data on natural hazards, about emergency and crisis situations for further generalization and forecasting of succession of events;

2) in the field of rapid response and mitigation of consequences of emergency situations:

- gathering of intelligence about threat or the fact of emergence of emergency situation on any kinds of communication;

- the analysis of all arriving information, determination of its reliability or scales of emergency situation;

- together with the relevant divisions determination of calculation of forces and means necessary for reaction and their notification;

- operational planning and management of transactions on liquidation of emergency situations;

- the organization of interdepartmental interaction on national and the regional levels, coordination of actions of task forces of the ministries and departments, rescue crews and the emergency services;

- reception-transmission of signals of management, signals on change of the modes of functioning of territorial subsystem of GSGZ;

- operational management by forces and means of garrisons of rescue and fire fighting services, rescue, search and rescue and other forces of Civil protection of permanent readiness.

For consolidation in common information space of governing bodies of the State system of Civil protection the Single management information system is used.

9. Information support and the notification of management of Civil protection and the population according to the prevention and mitigation of consequences of emergency situations in the Kyrgyz Republic is performed with use of nation-wide complex system of informing and the notification of the population (further - OKSION) which is compound integral part of single management information system.
