Chapter 1. General provisions

Article 1. Subject of regulation of this Federal Law

This Federal Law determines the basic principles and content of activities for safety of the state, public safety, ecological safety, safety of the personality, other types of safety, stipulated by the legislation the Russian Federation (further - safety, homeland security), powers and functions of federal bodies of the government, public authorities of subjects of the Russian Federation, local government bodies in the field of safety, and also the status of Security Council of the Russian Federation (further - the Security Council).

Article 2. Basic principles of safety

The basic principles of safety are:

1) observance and protection of rights and freedoms of man and citizen;

2) legality;

3) systemacity and complexity of application of the government by federal bodies, public authorities of subjects of the Russian Federation, other state bodies, local government bodies of political, organizational, social and economic, information, legal and other security measures;

4) priority of preventive measures for the purpose of safety;

5) interaction of federal bodies of the government, public authorities of subjects of the Russian Federation, other state bodies with public associations, the international organizations and citizens for the purpose of safety.

Article 3. Content of activities for safety

Activities for safety include:

1) forecasting, identification, analysis and assessment of safety hazards;

2) determination of the main directions of state policy and strategic planning in the field of safety;

3) legal regulation in the field of safety;

4) development and application of complex of operational and long-term measures for identification, prevention and elimination of safety hazards, localizations and neutralizations of effects of their manifestation;

5) application of special economic measures for the purpose of safety;

6) development, production and implementation of modern types of arms, the military and special equipment, and also technology of dual and civil purpose for the purpose of safety;

7) the organization of scientific activities in the field of safety;

8) coordination of activities of federal bodies of the government, public authorities of subjects of the Russian Federation, local government bodies in the field of safety;

9) financing of expenses on safety, control of target expenditure of allocated funds;

10) international cooperation for the purpose of safety;

11) implementation of other actions in the field of safety in accordance with the legislation of the Russian Federation.

Article 4. State policy in the field of safety

1. State policy in the field of safety is part of domestic and foreign policy of the Russian Federation and represents set of the political, organizational, social and economic, military, legal, information, special and other measures coordinated and combined by single intention.

2. The main directions of state policy in the field of safety are determined by the President of the Russian Federation.

3. State policy in the field of safety is implemented by federal bodies of the government, public authorities of subjects of the Russian Federation, local government bodies on the basis of the strategy of homeland security of the Russian Federation, other conceptual and doctrinal documents developed by the Security Council and approved by the President of the Russian Federation.

4. Citizens and public associations participate in realization of state policy in the field of safety.

Article 5. Legal basis of safety

The legal basis of safety is constituted by the Constitution of the Russian Federation, the conventional principles and rules of international law, the international agreements of the Russian Federation, the Federal constitutional Laws, this Federal Law, other Federal Laws and other regulatory legal acts of the Russian Federation, the laws and other regulatory legal acts of subjects of the Russian Federation, local government bodies accepted within their competence in safety.

Article 6. Coordination of activities for safety

Coordination of activities for safety is performed the President of the Russian Federation and the Security Council created and headed by it, and also within the competence Government of the Russian Federation, by federal bodies of the government, public authorities of subjects of the Russian Federation, local government bodies.

Article 7. International cooperation in the field of safety

1. International cooperation of the Russian Federation in the field of safety is performed on the basis of the conventional principles and rules of international law and international treaties of the Russian Federation.

2. Main objectives of international cooperation in the field of safety are:

1) protection of sovereignty of the Russian Federation, its independence and state integrity, prevention of internal and external threats, suppression of the actions directed to alienation of part of the territory of the Russian Federation, and also appeals to such actions;

2) protection of the rights and legitimate interests of the Russian citizens abroad;

3) strengthening of the relations with strategic partners of the Russian Federation;

4) participation in activities of the international organizations dealing with problems of safety;

5) development of the bilateral and multilateral relations for the purpose of accomplishment of tasks of safety;

6) assistance to settlement of the conflicts, including participation in peacekeeping activities.

3. The decisions of interstate bodies made based on provisions of international treaties of the Russian Federation in their interpretation contradicting the Constitution of the Russian Federation are not subject to execution in the Russian Federation.

Chapter 2. Powers of federal bodies of the government, function of public authorities of subjects of the Russian Federation and local government bodies in the field of safety

Article 8. Powers of the President of the Russian Federation in the field of safety

President of the Russian Federation:

1) determines the main directions of state policy in the field of safety;

2) approves the strategy of homeland security of the Russian Federation, other conceptual and doctrinal documents in the field of safety;

Creates 3) and heads the Security Council;

4) establishes competence of federal executive bodies in safety which management of activities it performs;
