About approval of the State target program of support of social and economic development of the small cities for 2011-2015

Cabinet of Ministers of Ukraine decides:

1. Approve the State target program of support of social and economic development of the small cities for 2011-2015 (further - the Program) which is attached.

2. No. 970 is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 24.10.2012

3. To the Ministry of Finance during creation of the draft of the Government budget of Ukraine for the corresponding year to consider on representation of the Ministry of Economic Development and Trade in the appropriate budget programs of means for accomplishment of the tasks and actions determined by the Program proceeding from opportunities of the government budget.

4. To the ministries, to another central and to local executive bodies to provide accomplishment of the Program within the budget settings established state and local budgets for the corresponding year and at the expense of other sources.

5. To the ministries and other central executive bodies, Council of Ministers of the Autonomous Republic of Crimea, regional and Sevastopol city to public administrations to submit annually till March 15 to the Ministry of Economic Development and Trade information on condition of accomplishment of the Program for its generalization and representation till April 1 to the Cabinet of Ministers of Ukraine.

General part

The small cities are the cities which available population does not exceed 50 thousand people.

The small cities constitute 75 percent of total quantity of the cities, considerable part them is the administrative centers of areas. In Ukraine for January 1, 2010 there are 366 small cities in which 6,4 of one million people lives that it constitutes nearly 14 percent of the population of the country (more than 20 percent of urban population). The small cities play important role in forming of settlement network and ensuring development of national economy.

World financial and economic crisis aggravated problems of social and economic development of the small cities which depend on work of the city-forming companies.

For today there is no proper financing of programs of social and economic and cultural development of territorial communities of the small cities, the procedure for granting of the state support to the small cities is inefficient.

Problems of social and economic development of the small cities is the low level of development of city-forming base, the labor market and infrastructure, lack of sources of forming of financial resources of the small cities. The possibility of the vast majority territorial obin, local government bodies of the small cities concerning implementation of own and delegated powers worsens that predetermines the low level of provision of the corresponding social and administrative services to the population.

Program purpose

The purpose of the Program is assistance to ensuring reorganization of infrastructure of the small cities, improvement of quality of services which are provided to the population by local government bodies of such cities.

Ways and methods of the problem resolution

Two methods of the problem resolution which provide are possible:

the first - the gradual problem resolution of social and economic development of the small cities by accomplishment of the state target, industry and regional programs.
