Article 1. The main characteristics of the budget of the Pension Fund of the Russian Federation for 2011 and for planning period of 2012 and 2013

2) the total amount of expenses of the budget of Fund in the amount 4 822 389 403, 0 thousand rubles, from them 4 709 464 739, 4 thousand rubles in the part which is not connected with forming of means for financing of funded portion of work pensions, including the interbudget transfers transferred to budgets of subjects of the Russian Federation in the amount of the 82nd 000, of 0 thousand rubles;

Limiting 3) amount of budget surplus of Fund in the amount 314 991 382, thousand rubles, from them limiting amount of budget surplus of Fund in the part which is not connected with forming of means for financing of funded portion of work pensions in the amount 8 656 527, 6 thousand rubles.

2. Approve the main characteristics of the budget of Fund for planning period of 2012 and 2013:

1) the predicted total amount of budget receipts of Fund for 2012 in the amount 5 654 847 702, 6 thousand rubles, from them 5 158 543 684, 9 thousand rubles in the part which is not connected with forming of means for financing of funded portion of work pensions including at the expense of the interbudget transfers received from the federal budget in the amount 2 561 355 718, of 6 thousand rubles and budgets of subjects of the Russian Federation in the amount 4 997 345, of 3 thousand rubles and for 2013 in the amount 6 245 345 455, 9 thousand rubles, from them 5 667 541 111, 9 thousand rubles in the part which is not connected with forming of means for financing of funded portion of work pensions including at the expense of the interbudget transfers received from the federal budget in the amount 2 803 343 452, of 0 thousand rubles and budgets of subjects of the Russian Federation in the amount 5 335 428, of 3 thousand rubles;

2) the total amount of expenses of the budget of Fund for 2012 in the amount 5 301 210 412, 3 thousand rubles, from them 5 158 543 684, thousand rubles in the part which is not connected with forming of means for financing of funded portion of work pensions, including the interbudget transfers transferred to budgets of subjects of the Russian Federation, in the amount of the 80th 000, 0 thousand rubles, and for 2013 in the amount 5 843 209 620, 7 thousand rubles, from them 5 667 541 111, 9 thousand rubles in the part which is not connected with forming of means for financing of funded portion of work pensions, including the interbudget transfers transferred to budgets of subjects of the Russian Federation in the amount of the 78th 000, of 0 thousand rubles;

Limiting 3) amount of budget surplus of Fund for 2012 in the amount 353 637 290, 3 thousand rubles in the part connected with forming of means for financing of funded portion of work pensions and limiting amount of budget surplus of Fund for 2013 in the amount 402 135 835, 2 thousand rubles in the part connected with forming of means for financing of funded portion of work pensions.

Article 2. Chief managers of budget receipts of Fund and chief managers of sources of financing of budget deficit of Fund

1. Approve the list of chief managers of budget receipts of Fund according to appendix 1 to this Federal Law.

2. Approve the list of chief managers of sources of financing of budget deficit of Fund according to appendix 2 to this Federal Law.

3. Determine that in case of change in 2011 of structure and (or) functions of chief managers of budget receipts of Fund or chief managers of sources of financing of budget deficit of Fund, and also change of the principles of appointment and assignment, structure of codes of classification of the income of budgets of the Russian Federation and classification of sources of financing of deficits of budgets corresponding changes are reflected in the performance report of the budget of Fund for 2011 based on regulatory legal act of the Ministry of Finance of the Russian Federation.

4. Determine that the chief manager of budget receipts of Fund regarding the insurance premiums for mandatory pension insurance in the Russian Federation enlisted in Fund for settlement periods from 2002 to 2009 inclusive is the Federal Tax Service.

Article 3. Budgetary appropriations of the budget of Fund for 2011 and for planning period of 2012 and 2013

1. Approve distribution of budgetary appropriations of the budget of Fund for Sections and subsections, target Articles and expense types of classification of expenses of the budget:

1) for 2011 according to appendix 3 to this Federal Law;

2) for planning period of 2012 and 2013 according to appendix 4 to this Federal Law.

2. Approve the total amount of the budgetary appropriations directed to execution of public normative obligations, for 2011 in the amount 4 618 800 715, of 5 thousand rubles for 2012 in the amount 5 065 956 899, 5 thousand rubles and for 2013 in the amount 5 572 257 050, 9 thousand rubles.

Article 4. The interbudget transfers to the budget of Fund and from the budget of Fund to other budgets of the budget system of the Russian Federation

1.
