Article 1. The main characteristics of the budget of Social Insurance Fund of the Russian Federation for 2011 and for planning period of 2012 and 2013

1. Approve the main characteristics of the budget of Social Insurance Fund of the Russian Federation (further - Fund) for 2011:

1) the predicted total amount of budget receipts of Fund in the amount 458 819 504, 7 thousand rubles, including on compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 311 087 306, 8 thousand rubles, from them 5 370 000, the thousand rubles of means of the federal budget transferred to the budget of Fund to compensation of the loss of income of the budget of Fund in connection with establishment of the lowered rates of insurance premiums for compulsory social insurance for case of temporary disability and in connection with motherhood on compulsory social insurance from labor accidents and occupational diseases in the amount 65 219 457, 2 thousand rubles, the interbudget transfers from the federal budget in the amount 64 512 740, 7 thousand rubles and from the budget of Federal Compulsory Health Insurance Fund in the amount 18 000 000, 0 thousand rubles on execution of the state functions assigned to Fund;

2) the total amount of expenses of the budget of Fund in the amount 456 874 617, 7 thousand rubles, including on compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 311 055 019, 2 thousand rubles, on compulsory social insurance from labor accidents and occupational diseases in the amount 63 306 857, 8 thousand rubles, at the expense of the interbudget transfers from the federal budget and the budget of Federal Compulsory Health Insurance Fund in the amount 82 512 740, 7 thousand rubles on execution of the state functions assigned to Fund;

Limiting 3) amount of budget surplus of Fund in the amount 1 944 887, 0 thousand rubles, including limiting amount of budget surplus of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood in the amount of the 32nd 287, 6 thousand rubles and limiting amount of surplus regarding compulsory social insurance from labor accidents and occupational diseases in the amount 1 912 599, 4 thousand rubles.

2. Approve the main characteristics of the budget of Fund for planning period of 2012 and 2013:

1) the predicted total amount of budget receipts of Fund for 2012 in the amount 500 984 772, 1 thousand rubles and for 2013 in the amount 552 573 636, 4 thousand rubles, including on compulsory social insurance on case of temporary disability and in connection with motherhood for 2012 in the amount 342 058 284, 2 thousand rubles and for 2013 in the amount 378 578 632, 3 thousand rubles, from them respectively (by years) means of the federal budget in the amount 6 270 000, 0 thousand rubles and in the amount 5 600 000, 0 thousand rubles transferred to the budget of Fund to compensation of the loss of income of the budget of Fund in connection with establishment of the lowered rates of insurance premiums for compulsory social insurance for case of temporary disability and in connection with motherhood on compulsory social insurance from labor accidents and occupational diseases for 2012 in the amount 71 675 837, 6 thousand rubles and for 2013 in the amount 79 021 121, 6 thousand rubles, the interbudget transfers from the federal budget for 2012 in the amount 68 250 650, 3 thousand rubles and for 2013 in the amount 71 973 882, 5 thousand rubles and from the budget of Federal Compulsory Health Insurance Fund respectively (by years) in the amount 19 000 000, 0 thousand rubles and in the amount 23 000 000, 0 thousand rubles on execution of the state functions assigned to Fund;

2) the total amount of expenses of the budget of Fund for 2012 in the amount 496 832 419, 1 thousand rubles and for 2013 in the amount 545 056 169, 4 thousand rubles, including on compulsory social insurance on case of temporary disability and in connection with motherhood for 2012 in the amount 341 724 036, 1 thousand rubles and for 2013 in the amount 376 927 952, 9 thousand rubles, on compulsory social insurance from labor accidents and occupational diseases for 2012 in the amount 67 857 732, 7 thousand rubles and for 2013 in the amount 73 154 334, 0 thousand rubles, at the expense of the interbudget transfers from the federal budget and the budget of Federal Compulsory Health Insurance Fund for 2012 in the amount 87 250 650, 3 thousand rubles and for 2013 in the amount 94 973 882, 5 thousand rubles on execution of the state functions assigned to Fund;

Limiting 3) amount of budget surplus of Fund for 2012 in the amount 4 152 353, 0 thousand rubles and for 2013 in the amount 7 517 467, thousand rubles, including limiting amount of budget surplus of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood for 2012 in the amount of the 334th 248, 1 thousand rubles and for 2013 in the amount 1 650 679, 4 thousand rubles and limiting amount of surplus regarding compulsory social insurance from labor accidents and occupational diseases for 2012 in the amount 3 818 104, 9 thousand rubles and for 2013 in the amount 5 866 787, 6 thousand rubles.

Article 2. Chief managers of budget receipts of Fund and chief managers of sources of financing of budget deficit of Fund

1. Approve the list of chief managers of budget receipts of Fund according to appendix 1 to this Federal Law.

2. Approve the list of chief managers of sources of financing of budget deficit of Fund according to appendix 2 to this Federal Law.

3. In case of change of structure and (or) functions of chief managers of budget receipts of Fund or chief managers of sources of financing of budget deficit of Fund, and also change of the principles of appointment and assignment of codes, structure of codes of classification of the income of budgets of the Russian Federation and classification of sources of financing of deficits of budgets corresponding changes are reflected in the performance report of the budget of Fund for the corresponding financial year based on regulatory legal act of the Ministry of Finance of the Russian Federation.

Article 3. Budgetary appropriations of the budget of Fund for 2011 and for planning period of 2012 and 2013

1. Approve distribution of budgetary appropriations of the budget of Fund for Sections and subsections, target Articles and expense types of classification of budgets expenses for 2011 according to appendix 3 to this Federal Law and for planning period of 2012 and 2013 according to appendix 4 to this Federal Law.

2. Approve the total amount of the budgetary appropriations directed to execution of public normative obligations, for 2011 in the amount 398 576 228, of 2 thousand rubles for 2012 in the amount 433 978 212, 6 thousand rubles and for 2013 in the amount 476 074 371, 6 thousand rubles.

Article 4. Interbudget transfers to the budget of Fund

1. Approve the total amount of the interbudget transfers transferred to the budget of Fund from other budgets of the budget system of the Russian Federation for 2011 in the amount 87 882 740, 7 thousand rubles, including the interbudget transfers from the federal budget in the amount 69 882 740, thousand rubles, for 2012 in the amount 93 520 650, 3 thousand rubles, including the interbudget transfers from the federal budget in the amount 74 520 650, 3 thousand rubles, and for 2013 in the amount 100 573 882, 5 thousand rubles, including the interbudget transfers from the federal budget in the amount 77 573 882, 5 thousand rubles.

2. Determine that in 2011 the Fund makes offers on change of indicators of summary budget list of the federal budget with the corresponding modification of indicators of summary budget list of the budget of Fund for the following bases:

1) in case of origin in course of execution of the budget of Fund in 2011 of the need for the budgetary appropriations received in the form of the interbudget transfers from the federal budget on covering of budget deficit of Fund, connected including with implementation of the Federal Law of December 29, 2006 N 255-FZ "About compulsory social insurance on case of temporary disability and in connection with motherhood" (further - the Federal Law "About Compulsory Social Insurance on Case of Temporary Disability and in connection with Motherhood");

2) in case of incomplete use of the budgetary appropriations received in the form of the interbudget transfers from the federal budget for implementation of financial provision of separate types of social payments within the budgetary appropriations received in the form of the interbudget transfers from the federal budget - in case of the insufficiency of budgetary appropriations on financial provision of other separate social payments formed in course of execution of the budget of Fund in 2011.

Article 5. Features of use of budgetary appropriations of the budget of Fund in the sphere of social policy

Determine that the Fund performs in 2011:

3) financial provision of provision to disabled people of technical means of rehabilitation and services and separate categories of citizens from among veterans of artificial limbs (except dentures), prosthetic and orthopedic products, including administrative expenses, within the interbudget transfers from the federal budget, stipulated in Item 1 part 1 of Article 1 and article 4 of this Federal Law;

5) payment to the organizations of the state and municipal health care systems, the medical organizations participating in implementation of territorial programs of the state guarantees of rendering to citizens of the Russian Federation free medical care and also other organizations in which in the procedure established by the legislation of the Russian Federation the state or municipal order, services in the medical care provided to women during pregnancy in the amount 3, of 0 thousand rubles and the medical care provided to women and newborns during childbirth and during the postnatal period in the amount 6, of 0 thousand rubles respectively for each woman, and also on dispensary (preventive) observation of the child delivered within the first year of life aged up to three months on dispensary accounting is placed in the amount 1, thousand rubles for the first six months and in the amount 1, 0 thousand rubles for the second six months of observation for each child from the moment of its statement on dispensary accounting, and also to the organizations of services in production and delivery in territorial authorities of Fund of forms of birth certificates at the expense of the interbudget transfers from the budget of Federal Compulsory Health Insurance Fund, stipulated in Item 1 part 1 of Article 1 and article 4 of this Federal Law. Article 6. Features of establishment of separate payment commitments of the budget of Fund

1. Determine that:

Article 7. Features of administration of the budget of Fund

1. Determine that in 2011 the Fund has the right:

1) to establish the standard rate of turnover money for the beginning of calendar year in the amount of at least 25 percent of average monthly expenses on allowance payment on compulsory social insurance on case of temporary disability and in connection with motherhood, temporary disability benefits on compulsory social insurance from labor accidents and occupational diseases, monthly and lump insurance payments, expenses on delivery and transfer of insurance payments, expenses on medical, social and employment rehabilitation and other expenses;
