Article 1. The main characteristics of the budget of Federal Compulsory Health Insurance Fund for 2011 and for planning period of 2012 and 2013

2) the total amount of expenses of the budget of Fund in the amount 335 968 300, 0 thousand rubles, including the interbudget transfers provided to the budget of Social Insurance Fund of the Russian Federation in the amount 18 000 000, of 0 thousand rubles.

2. Approve the main characteristics of the budget of Fund for planning period of 2012 and 2013:

1) the predicted total amount of budget receipts of Fund for 2012 in the amount 369 166 400, 0 thousand rubles, including at the expense of the interbudget transfers received from the federal budget in the amount 23 250 000, of 0 thousand rubles, and for 2013 in the amount 403 541 600, 0 thousand rubles, including at the expense of the interbudget transfers received from the federal budget in the amount 18 810 000, of 0 thousand rubles;

2) the total amount of expenses of the budget of Fund for 2012 in the amount 369 166 400, thousand rubles, including the interbudget transfers provided to the budget of Social Insurance Fund of the Russian Federation in the amount 19 000 000, of 0 thousand rubles, and for 2013 in the amount 403 541 600, 0 thousand rubles, including the interbudget transfers provided to the budget of Social Insurance Fund of the Russian Federation in the amount 23 000 000, of 0 thousand rubles.

Article 2. Chief managers of budget receipts of Fund and chief managers of sources of financing of budget deficit of Fund

1. Approve the list of chief managers of budget receipts of Fund for 2011 according to appendix 1 to this Federal Law.

2. Approve the list of chief managers of sources of financing of budget deficit of Fund according to appendix 2 to this Federal Law.

Article 3. Budgetary appropriations of the budget of Fund for 2011 and for planning period of 2012 and 2013

Approve distribution of budgetary appropriations of the budget of Fund for Sections and subsections, target Articles and expense types of classification of budgets expenses:

1) for 2011 according to appendix 3 to this Federal Law;

2) for planning period of 2012 and 2013 according to appendix 4 to this Federal Law.

Article 4. Interbudget transfers to the budget of Fund and budget of Fund to other budgets of the budget system of the Russian Federation

Approve distribution of the grants from the budget of Fund sent to budgets of territorial funds of compulsory medical insurance on accomplishment of territorial programs of compulsory medical insurance within the basic program of compulsory medical insurance in 2011 in the amount 89 870 768, 8 thousand rubles according to appendix 5 to this Federal Law.

Determine that provision in 2011 and in planning period of 2012 and 2013 to budgets of territorial funds of compulsory medical insurance from the budget of Fund of subsidies for carrying out additional medical examination of the working citizens, on carrying out medical examination staying in stationary organizations of the orphan children and children who are in difficult life situation is performed according to the procedure, established by the Government of the Russian Federation.

1) the Fund in 2011 and 2012 sends to budgets of territorial funds of compulsory medical insurance of subsidy for joint financing of regional programs of upgrade of health care of subjects of the Russian Federation and to the federal budget the interbudget transfers for the purpose of increase in the budgetary appropriations provided to the Ministry of Health and Social Development of the Russian Federation and Federal Medical Biological Agency for provision of budgetary appropriations to federal state institutions subordinated to them providing medical care on financial provision of program implementation of upgrade of the federal state institutions providing medical care;

2) budgetary appropriations on joint financing of regional programs of upgrade of health care of subjects of the Russian Federation and programs of upgrade of the federal state institutions providing medical care in 2011 and 2012 are provided in the amounts provided under the target article "Regional Programs of Upgrade of Health Care of Subjects of the Russian Federation and the Program of Upgrade of the Federal State Institutions Providing Medical Care" of the subsection "Other Questions in the field of Health Care" of the Section "Health care" of classification of budgets expenses respectively for 2011 and 2012;

3) provision and expenditure of subsidies for implementation of regional programs of upgrade of health care of subjects of the Russian Federation and budgetary appropriations on program implementation of upgrade of the federal state institutions providing medical care are performed according to the procedure, established by the Government of the Russian Federation.

Article 6. Features of establishment of separate payment commitments of Fund in 2011

1. Determine that funds of the normalized safety stock of Fund in 2011 according to decisions of Fund are allocated:

1) on covering of the temporary cash gaps arising in course of execution of the budget of Fund in the current financial year with the subsequent recovery of means of the normalized safety stock of Fund;

2) on increase in grants up to the size established by this Federal Law if the budget receipts of Fund necessary for forming of grants in the amount of, established by this Federal Law, are not enough;
