PRESIDENTIAL DECREE OF THE REPUBLIC OF BELARUS

of November 26, 2010 No. 613

About driving of heavyweight and (or) large-size vehicles through highways public of the Republic of Belarus

(as amended on 08-09-2015)

For the purpose of ensuring safety and recovery of highways public from driving through them of heavyweight and (or) large-size vehicles I decide:

1. For the purposes of this Decree the used terms and concepts have the following values:

towing tractor - the car which on the design and the equipment is intended for towing of vehicles, except for semitrailer truck;

load ledge - excess by vehicle dimension load longwise (the ledge of load is considered in case of determination of length of the vehicle);

the cargo vehicle - the car which on the design and the equipment is intended for carriage of goods. All-purpose vehicles and special equipment vehicles treat cargo vehicles (truck cranes, truck tanks, auto concrete mixers and others);

the admissible total mass of the vehicle - the mass of the moving vehicle with load or without load which does not exceed the values established in appendix 1 to this Decree;

the admissible axial mass of the vehicle - the weight which is transmitted through axis of the moving vehicle on the highway public of the Republic of Belarus which does not exceed the values established in appendices 2-5 to this Decree;

admissible dimensions of the vehicle - vehicle dimensions with load or without load, on width, height and length not exceeding the values established in appendix 6 to this Decree;

the combined vehicle - the structure of vehicles consisting of the cargo vehicle, towing tractor, the truck tractor, the wheel tractor and the towed motorized vehicle;

bearing capacity of road clothes - the technical characteristic of the highway public of the Republic of Belarus determining the most admissible size of dynamic load on single axis of the vehicle;

single axis - the vehicle axis located at distance of more 2,5 of meter from its other next axis;

air suspension of the vehicle - the device of the vehicle in which as shock-absorbing element the compressed air providing at least 75 percent of shock-absorbing effect is used;

semitrailer truck - the vehicle which on the design is held for use with the truck tractor and which part of fully loaded mass is transferred to the truck tractor via the sedelno-coupling device;

the saddle road train - the truck tractor connected to semitrailer truck;

the truck tractor - the car on the design and the equipment intended for towing of semitrailer truck;

adjacent axes - two or more axes of the vehicle located at distance of no more 2,5 of meter from each other;

the jointed bus - the bus which consists of two or more tough sections pivotally connected among themselves that provides movement of passengers from one section in another;

special permission - permission to journey of the vehicle which maximum weight and (or) outline dimensions exceed the admissible parameters set for driving through highways public of the Republic of Belarus.

Other terms and concepts of this Decree are used in the values established in Item 2 of the Traffic regulations approved by the Presidential decree of the Republic of Belarus of November 28, 2005 No. 551 "About measures for traffic safety increase" (The national register of legal acts of the Republic of Belarus, 2005, No. 189, 1/6961).

2. Set admissible weight and dimensional parameters of the vehicles passing on highways public of the Republic of Belarus:

admissible total masses of vehicles according to appendix 1;

the admissible axial mass (the amount of axial masses) of vehicles according to appendix 2;

the admissible axial mass of the vehicles having on axis four and more twin or lean-to wheels in case of distance between axes of wheels of more 0,7 of meter and also in case of quantity of wheels on axis six and more in case of distance between them less 0,7 of meter according to appendix 3;

the admissible axial mass (the amount of axial masses) of vehicles in the period of temporary restrictions of loads of axes of vehicles in case of adverse weather (meteorological) conditions according to appendix 4;

the admissible axial mass of the vehicles having on axis four and more twin or lean-to wheels in case of distance between axes of wheels of more 0,7 of meter and also in case of quantity of wheels on axis six and more in case of distance between them less 0,7 of meter in the period of temporary restrictions of loads of axes of vehicles in case of adverse weather (meteorological) conditions according to appendix 5;

admissible dimensions of vehicles according to appendix 6.

3. Determine that:

3.1. for the purpose of compensation of damage caused to highways public of the Republic of Belarus (further – highways) from driving through them of heavyweight and (or) large-size vehicles (further – TKTS), for owners (users) of these vehicles establishes fare of TKTS on highways, except as specified, when vehicles are used for carriages of goods for the purpose of ensuring defense capability, law and order or liquidation of emergency situations, for implementation by the organizations of the state road farm of activities for content of highways at the expense of budgetary funds, for transportation of agricultural loads by road trains grain carriers as a part of the MAZ-6501 car dump truck and the tilt deck trailer MAZ-8561, and also for carriages of goods of the humanitarian assistance to the population of the Republic of Belarus and other states;

3.2. rates of fare of TKTS with exceeding of admissible total mass of the vehicle more than for 2 percent are determined by highways in the amount of 0, 03 euros for each complete ton of exceeding for kilometer of distance and 0, by 01 euros for incomplete ton of exceeding for distance kilometer;

3.3. rates of fare of TKTS with exceeding of admissible axial weight on the single, dual and triple axes of the vehicle are determined by highways according to appendix 7;

3.4. rates of fare of TKTS on highways with exceeding of admissible axial weight on each adjacent axis of the vehicle in case of quantity of axes more than three with lean-to and twin wheels, and also in the presence on axis of four and more twin or lean-to wheels in case of distance between axes of wheels of more 0,7 of meter and quantity of wheels on axis six and more in case of distance between them less 0,7 of meter are determined according to appendix 8;
