About donorship of blood and its components

For the purposes of this Law the following main terms and their determinations are used:
autodonorstvo – process of fence, inspection and preservation of blood and its components (further – blood, its components) the patient in connection with carrying out the medical intervention which is followed by blood loss for the purpose of the subsequent blood transfusion, its components to the same patient;
safety of blood, its components – set of properties and characteristics in case of which blood, its components do not pose hazard to life and health of the recipient;
donation of blood, its components – the procedure of blood sampling, its components;
the blood donor, its components (further – the donor) – the person who voluntarily had medical examination and taking blood test, its components;
donor function – voluntary passing by the donor of medical examination and paid or non-paid delivery by the blood donor, its components;
donorship of blood, its components (further – donorship) – system of the actions directed to the organization, providing and implementation of procurement of blood, its components;
procurement of blood, its components – the complex of actions including selection of donors, blood sampling, its components at the donor, their inspection and preservation;
quality of blood, its components – set of properties and characteristics of blood, its components which cause capability to recover normal activity of organism of the recipient and compensation of its functionality broken as a result of disease;
blood components – the constituent elements of blood (erythrocytes, leukocytes, platelets, plasma, kriopretsipitat) prepared from the donor or made by various methods from blood of the donor and intended for transfusion, production of medicines and medical products and also for use in the scientific purposes and (or) educational process;
blood – the whole blood prepared from the donor and intended for transfusion, production of components of blood, medicines and medical products and also for use in the scientific purposes and (or) educational process;
the organization of blood transfusion – the state organization of health care, the medical scientific organization which is engaged in activities in the field of transfusiology and medical biotechnologies performing according to the procedure, established by the legislation of the Republic of Belarus, procurement, conversion, storage, realization of blood, its components;
blood transfusion, its components – introduction of blood, its components in organism of the recipient for the purpose of rendering medical care to it;
the recipient – the patient who needs blood transfusion, its components or to which blood, its components on medical indications is transfused;
transfuziologichesky activity – ratio between the number of recipients and the number of all patients to which medical care was provided in stationary conditions, within one organization of health care in year.
The legislation of the Republic of Belarus on donorship is based on the Constitution of the Republic of Belarus and consists of this Law, acts of the President of the Republic of Belarus and other acts of the legislation of the Republic of Belarus, including international treaties of the Republic of Belarus.
