Being effective according to provisions of Art. 7 - Art. 9 of the Natural Gas Act No. 123-XVIII of December 23, 2009. (The official monitor of the Republic of Moldova, 2010, No. 23-24, the Art. 31), based on provisions of Art. 36 and the Art. of 54 paragraphs (5) the Natural Gas Act, for the purpose of establishment and promotion of rules and requirements of technical nature for reliable, steady and cost-efficient work of the transferring networks of natural gas the Administrative board of the National agency on regulation in power DECIDES:

1. Approve Technical regulations for the transferring networks of natural gas, according to appendix.

2. To impose control over the implementation of this Resolution on management of regulation and licensing.

Technical regulations for the transferring networks of natural gas

Part 1. General provisions

1. The purpose of Technical regulations for the transferring networks of natural gas (further - Regulations) is establishment of the general minimum technical rules and requirements intended for ensuring transfer of natural gas in the conditions of reliability and uninterruptedness and for contribution to effective and safe functioning of the transferring networks of natural gas for the benefit of all users of system.

2. Main objectives of these Regulations are:

a) determination of the set of rules for dispatching management of the transferring networks of natural gas;

b) determination of necessary requirements when implementing the main activities for designing, construction, operation and content of the transferring networks of natural gas;

c) determination of the code of the regulations necessary for ensuring non-discriminatory access for users of system to the gas pipelines and installations relating to the transferring networks of natural gas (daleepspg);

d) determination of responsibility and obligations of the operator of the transferring network and users of system;

e) determination of conceptual requirements for development of PSPG, and also the procedure of expansion and upgrade of PSPG;

f) determination of technical requirements and procedure of accession to PSPG;

g) determination of technical parameters of quality for functioning of PSPG;
