About approval of the State program on development of system of rail transport in the Azerbaijan Republic in 2010-2014
For the purpose of ensuring further development of the system of rail transport which is important in social and economic life of the Azerbaijan Republic, requirements satisfaction of the population and economy in services of rail transport, safety of transportations, updating of their infrastructure, increase in competitiveness of the transport corridors passing through the territory of the country, increases in amount of transit traffic I decide trainings for railway industry:
1. Approve "The state program on development of system of rail transport in the Azerbaijan Republic in 2010-2014".
2. Charge to the Cabinet of Ministers of the Azerbaijan Republic:
2.1. coordinate execution of the measures provided by the State program approved by this Order and following the results of every year to inform the President of the Azerbaijan Republic on the course of its realization;
2.2. resolve other issues following from this Order.

The perspectives of social and economic development of the Azerbaijan Republic based on the strategy of national development developed under the leadership of the National Leader Heydar Aliyev widely cover all spheres of economic and public life, including the sector of transport.
In recent years in the transport sector of the country number of large projects is performed, focusing steps are taken for strengthening of transit potential, increase in competitiveness of the transport corridors passing through the territory of the country.

Projects of the main oil pipeline of Baku-Tbilisi-Ceyhan and the gas pipeline of Baku-Tblisi-Erzurum fixed image of the country on the international scene as reliable partner, created ample opportunities for implementation of larger projects in the future.
The favorable geographical arrangement of the country opens ample opportunities for forming of rationally operating transport system, as in West east, and North southern direction. Now our country actively participates in implementation of the Baku-Tbilisi-Kars project together with Georgia and the Republic of Turkey. Implementation of this project having great political and economic value for the Azerbaijan Republic will create the railway transport relations between the countries of Asia and Europe, will provide exit of loads and passengers to Eurasian space through the territories of Azerbaijan, Georgia and Turkey, thereby will increase the transit capacity of the country.
In the last two years the Cabinet of Ministers of the Azerbaijan Republic, the Ministry of transport and Azerbaydzhanskiye zheleznye dorogi (AZhD Ltd) Private company with participation of the international advisers considered different options of upgrade of the railroad. The complex of actions for reliability on railway tracks of Azerbaijan, rendering services on the high level meeting the modern requirements both on quotations, and on quality of transportations is established.
Development of the railroad of Azerbaijan, from the point of view of modern requirements, forming of institutional, legal and regulating frame, development of infrastructure, updating of the park of cars and locomotives, and also upgrade of important infrastructure facilities on the railroad along the international transport corridors for providing safe and reliable operation of these corridors requires investment of the new capital in large size.
Because for the last 25 years there was no possibility of investment of the necessary capital for preserving up to standard assets of the railroad of Azerbaijan, along the railroads there was set of technical issues that limited possibility of rail transportations for the reason that the operational term of the most part of surface of roads, the locomotive park, and also the existing utility power system ran low long ago, there were difficulties in safety control of transportations.
