Based on paragraph two of article 20 of the Law of the Republic of Belarus of June 16, 2003 "About Chamber of Commerce and Industry" and for the purpose of optimization of conditions of implementation of economic activity in the Republic of Belarus, enhancement of procedure for issue of certificates of products by the Belarusian Chamber of Commerce and Industry (works, services) the self-produced Council of Ministers of the Republic of Belarus DECIDES:

1. Approve enclosed:

Regulations on procedure for issue of certificates of products (works, services) of own production;

Regulations on procedure for issue of certificates of self-produced services to banks, non-bank credit and financial, insurance companies, commercial microfinancial organizations and lessors.

2. To republican state bodies in two-month time from the date of entry into force of this resolution to bring the regulatory legal acts into accord with this resolution and to take other measures for its realization.

3. Earlier made forms of certificates of products (works, services) of own production are applied by the Belarusian Chamber of Commerce and Industry before their complete use.

4. The certificates of products (works, services) of own production issued by the Belarusian Chamber of Commerce and Industry before entry into force of this resolution are valid before the expiration of their action or approach of circumstances in case of which such certificates are recognized invalid.

5. This resolution becomes effective after its official publication.

Regulations on procedure for issue of certificates of products (works, services) of own production

1. This Provision determines general procedure for issue of certificates of products (works, services) of own production.

This Provision extends on legal entities, the individual entrepreneurs of the Republic of Belarus making products, performing works and rendering services (further – applicants).

2. Belonging to products (works, services) of own production is confirmed by the certificate of self-produced products and the certificate of works and services of own production (further - the certificate) in forms according to appendices 1 and 2 to this Provision issued by the Belarusian Chamber of Commerce and Industry, the unitary enterprises of the Belarusian Chamber of Commerce and Industry, their representations and branches (further - BELTPP).

3. Issue of the certificate is performed after carrying out BELTPP of examination on products compliance (works, services) of the applicant to the conditions and criteria shown to products (works, services) of own production (further – examination) which results are drawn up in the form of the appraisal certificate. Conducting examination and issue of the certificate are performed based on the service provision agreement signed between BELTPP and the applicant.

4. The certificate of self-produced products can be issued on one or on several product names. If the certificate is issued on several product names, they are specified in appendix to it.

The certificate of works and self-produced services is issued on each work type and services.

If other is not established by the legislation, the certificate extends the action to the products specified in it (the works, services) made (executed rendered) during action of the certificate by the legal entity, including its separate divisions specified in the certificate, and conforming (conforming) requirements Regulations on reference of products (works, services) to products (works, services) of the own production approved by the resolution of Council of Ministers of the Republic of Belarus of December 17, 2001 No. 1817 (The national register of legal acts of the Republic of Belarus, 2002, No. 1, 5/9613).
