About approval of rules and methods of researches (testing) and measurements necessary for application and execution of the technical regulation about safety of wheel vehicles and implementation of assessment of conformity

Approve the enclosed rules and the methods of researches (testing) and measurements necessary for application and execution of the technical regulation about safety of wheel vehicles and implementation of assessment of conformity.

Rules and the methods of researches (testing) and measurements necessary for application and execution of the technical regulation about safety of wheel vehicles and implementation of assessment of conformity

1. This document establishes rules and the methods of researches (testing) and measurements necessary for application and execution of the technical regulation about safety of wheel vehicles approved by the order of the Government of the Russian Federation of September 10, 2009 N 720 (further - the technical regulation), and implementation of assessment of conformity of separate objects of technical regulation concerning which such rules and methods of researches (testing) and measurements fully or partially are absent in documents in the field of standardization (further sootvetstvennoissledovaniye (testing) and measurement, objects of technical regulation).

2. When implementing assessment of conformity of objects of technical regulation the following methods of researches (testing) and measurements are applied:

a) visual assessment;

b) tool measurements of geometrical parameters;

c) measurement of motion speed of the vehicle;

d) measurement of forces;

e) functioning assessment;

e) examination of documentation;

g) check of continuity of electric chain and measurement of electrical resistance;

h) check of lack of leakage of gas through connections of details of candle in case of difference of pressure * megapascal;

i) check of speed of heating of cover of candle.

3. Sampling of objects of technical regulation concerning which researches (testing) and measurements are conducted (further - samples) is performed according to the technical regulation.

4. When carrying out visual assessment:

a) the sample is in the condition providing possibility of its functioning according to its direct appointment (visual assessment can be carried out in case of motionless condition of sample or in case of need in case of its functioning, including in case of movement);

b) removal and dismantling of sample is not made;

c) characteristics of sample, requirements to which contain in the technical regulation, are estimated;

d) measuring instruments and the test equipment are not used.

5. Tool measurements of geometrical parameters of sample are taken in case of its motionless condition by means of the corresponding tools.

The type of the used tool is determined by features of the measured size (roulette, line, caliper, caliber and others).

6. Measurement of motion speed of the vehicle which is selected as an example is carried out on the measuring section of the road which bias does not exceed percent 0,5.

Before carrying out measurements aggregates and tires of the vehicle shall be warmed up up to the working temperature by run on the road with asphalt concrete or cobbled covering 1020 kilometers long with the speeds corresponding to operational motion speeds.

When carrying out test arrivals for the purpose of verification of indications of speedometer arrivals on the test site at least 1 kilometer long with the constant speed ensuring traffic safety are carried out.

5 arrivals with the speeds from 30 kilometers per hour to the maximum technically feasible motion speed measured on speedometer are carried out.

Time of passing of the test site is measured to within 0,1 of second. Rated speed of the vehicle is determined to within 0,1 of kilometer per hour and compared to indications of speed on speedometer.

7. Measurement of forces is applied to determination of mass of the hatch of the vehicle by means of check of the effort necessary for its opening.

Measurement of forces is performed by appendix to sample or forces which values are known, or forces which are directly measured by measuring devices (dynamometers). Measuring accuracy constitutes newton 0,5.

The measurement of forces taken to the emergency hatch of the vehicle intended for transportation of persons who are in custody is applied to check of effort which maintains the hatch with preserving working capacity. For carrying out testing the hatch is closed by castle devices. Test loading of 5000+100 newtons is put from below the hatch vertically up on steel plates of 330х100х20 millimeters in size. Plates have about castle devices. The wide party of plate is located parallel to the narrow party of the hatch. The first plate is located at distance of 30 millimeters from edge of the hatch, and the second - at distance of 100 millimeters from the first. Loading raises discretely through 500+100 newtons. Under the influence of the loading which reached the maximum value, the hatch is maintained 5 minutes. Testing are repeated in case of arrangement of plates about loops.

If necessary the measured value of force is multiplied by length of shoulder of its appendix and receive calculated value of torsion torque.

8. Assessment of functioning of sample is made by its actuating by the method provided by the operating manual. The transactions described in the technical regulation and which are subject to check are for this purpose carried out.

In case of accomplishment of the specified transactions or after their termination (depending on specific requirements) comparison of results of transactions with requirements of the technical regulation is carried out.

9. Examination of documentation concerning sample provides its analysis for the purpose of establishment of compliance to requirements of the technical regulation of specific technical parameters, results of calculations and other information provided by the applicant according to requirements of the technical regulation.

10. For the check of continuity of electric chain and measurement of electrical resistance which are carried out concerning the tank intended for the oil transportation established on the vehicle the ohmmeter with a margin error of measurement no more than 5 percent of the measured size is used.

Measurements of electrical resistance it is performed between bolt of grounding and points on the case, the equipment and details of the tank of the vehicle intended for oil transportation. Electrical resistance of the grounding device is separately measured.
