Requirements and conditions in case of which observance fee on the deliveries of work pensions (part of work old-age pension) to the organizations of mail service and other organizations which are engaged in their delivery, signed the relevant contracts with the Pension Fund of the Russian Federation (its territorial authorities) is made

1. These requirements and conditions are developed according to article 18 of the Federal Law of December 17, 2001 N 173-FZ "About work pensions in the Russian Federation" (The Russian Federation Code, 2001, N 52, Art. 4920; 2009, N 30, Art. 3739) are also applied on delivery work pensions, pensions on the state provision of pensions and the social payments performed by the Pension Fund of the Russian Federation (its territorial authorities).

2. Fee on delivery of work pensions (part of work old-age pension) (further - pensions) is made by the Pension Fund of the Russian Federation (its territorial authorities) in case of observance of the following requirements and conditions:

a) submissions of the copy of the certificate on state registration of the organization certified in accordance with the established procedure as legal entity;

b) submissions of the copy of the constituent document of the organization (the charter, provision) containing regulations on implementation of activities for delivery of pensions certified in accordance with the established procedure;

c) submissions of the document confirming availability of working experience of work in the market of delivery services of sums of money to the population at least two years;

d) submissions of the letter of the organization on lack of the insolvency matter initiated against it and bankruptcy;

e) it is excluded

e) submissions of the copies of the agreements signed by the organization certified in accordance with the established procedure on insurance of organization activity on delivery of pensions for the purpose of safety of money of the budget of the Pension Fund of the Russian Federation, including in case of their storage, transportation and delivery to the receiver, including insurance upon the risks connected with illegal actions of the third parties (theft, robbery, robbery, etc.), and also with the phenomena of spontaneous nature (explosion, the fire, drifts, floods, lightning stroke, storm, whirlwind and other natural disasters);

g) submissions of the reporting to the Pension Fund of the Russian Federation (its territorial authorities) about the delivered and not delivered pension amounts in the terms determined by the agreement on delivery of pensions, but at least 1 time a month;

h) implementation of reconciliation of calculations between the organization and the Pension Fund of the Russian Federation (its territorial authorities) for the funds transferred on delivery of pensions, and creation of the relevant acts on payment and delivery of pensions;

i) representation to the Pension Fund of the Russian Federation (its territorial authorities) of the documents necessary for control of target use of budget funds of the Pension Fund of the Russian Federation;

j) representation to the Pension Fund of the Russian Federation (its territorial authorities) of data on the circumstances attracting suspension or the termination of pension payment in accordance with the legislation of the Russian Federation and also about delivery of pension by proxy which effective period exceeds one year (in the presence of the specified data at the organization), in the terms determined by the agreement on delivery of pensions.

3. The documents provided by subitems "an" - "e" Item 2 of these requirements and conditions, are represented by the organization to the Pension Fund of the Russian Federation (its territorial authorities) in case of the conclusion of the agreement on delivery of pensions, and also in case of prolongation of the agreement on delivery of pensions existing on the date of entry into force of this order.

The documents provided by subitems "g" - "e" Item 2 of these requirements and conditions, are represented by the organization to the Pension Fund of the Russian Federation (its territorial authorities) in case of prolongation of the agreement on delivery of pensions.

The organization with which the Pension Fund of the Russian Federation signs the data exchange agreement by documents electronically can submit documents, stipulated in Item 2 these requirements and conditions, electronically with confirmation by the digital signature of person having the right to sign documents electronically, according to the Procedure for forming, use, storage, acceptance and document transfer electronically in the Pension Fund of the Russian Federation approved by the order of the Ministry of Health and Social Development of the Russian Federation of November 27, 2009 of N 926 N (it is registered by the Ministry of Justice of the Russian Federation on December 31, 2009 N 15913).

4. In case of modification of the documents submitted by the organization in case of the conclusion (prolongation) of the agreement on delivery of pensions, the organization within three days after modification represents the relevant documents to the Pension Fund of the Russian Federation (its territorial authorities).
